Orange County utilized CDBG-R funds to stimulate the local economy through measures to modernize infrastructure and provide energy efficiency improvements. On August 7, 2012, Orange County approved an amendment to provide funding for the installation of a safety concrete fence and security gate system at the Harbor House facility for victims of domestic violence. Originally, CDBG-R consisted of two main projects. Project #1: Pine Castle Sidewalks and Drainage Improvements, and Project #2: Energy Efficient Improvements to Community Centers. The total amount of funding allocated for these projects was $1,030,546.00 for Project #1 and $585,488.00 for Project #2. The remaining $34,572.00 was budgeted for costs related to the administration of the program. Residual funding from these categories in the amount of $29,950.66 has been re-allocated to complete the Safety Fence and Gate at Harbor House. The remaining $923.27 was used for indirect costs. The Harbor House Safety Fence and Gate project was included in CDBG-R after completing an amendment process involving a public comment period and approval by the Orange County Board of County Commissioners.

Quarterly Activities/Project Description The Harbor House Safety Fence and Security gate is a new project added to the CDBG-R program in the last quarter (July 2012-September 2012). The project originally was a contingency project under CDBG. An agreement entered with Harbor House provided funding for the installation of a safety and concrete fence and security gate system at their facility. However, Harbor House indicated that the agency was in need of additional funds to pay for an adequate security gate system to increase safety at their facility. The Department of Housing and Urban Development (HUD) indicated the availability of CDBG-R residual funds and the amount of $29,950.66 was allocated to fund the project after an amendment to the CDBG-R program. The safety fence and security gate have been installed and the project is now completed.

Description of Jobs Created The project utilized six (6) fence installers but due to the small nature of this construction project, the total hours of combined work in this quarter resulted in 1 full time equivalent job or .98(FTE). All CDBG-R projects are completed. A cumulative total of over 30 jobs were created and/or retained as a result of the 1.6M in CDBG-R funding during the grant period of 2009-2012.
