CARROLLTON, CITY OF
Activity Description: Development of an Energy Efficiency and Conservation Strategy (EECS).
The City of Carrollton has requested $237,820 (20% of its total grant allocation) to develop an Energy Efficiency & Conservation Strategy that is aligned with the core principles of the EECBG Program:
Prioritize energy efficiency and conservation first as the cheapest, cleanest and fastest ways to meet energy demand.
Target projects that will provide substantial, sustainable and measurable energy savings, job creation and economic stimulus effects.
Maximize benefits over the longest possible terms.
Ensure oversight transparency, and accountability for all program activities.
While the cost of developing the Energy Efficiency and Conservation Strategy has not been finalized, the City anticipates it will be somewhat less than the amount ($237,820) requested in this application. Any remaining funds will be allocated towards implementing activities identified under the EECS.
As a preliminary step, the City of Carrollton has established a Committee comprised of key representatives of various departments: Transportation, Engineering, Environmental Services, Public Works, Building Inspections and Facility Services. The purpose of the Committee is to identify eligible EECBG projects and develop a strategy that will have long-lasting benefits within the community. The following is an outline of projects that the Committee is currently reviewing:
Solar Energy to Pump Stations
Solar powered irrigation system
Implement source reduction & recycling programs.
Incentives for carpooling (VIP parking, days off, etc?.)
Develop a financial incentive program for energy efficiency (LEED) buildings.
Municipal Facilities Lighting Retrofit Program
Adopt Zoning Ordinance that promotes energy efficient development
Implement building codes and inspections services to promote building energy efficiency.
The strategy was vetted by the Committee and the City Council, and adopted for implementation.
Having completed the strategy, the City is implementing approved activities to fulfill that strategy. These activities are:
Traffic Signal Retrofits;
Replacement of City Hall Windows;
Traffic Signal Timing;
Audit and Retrofit of Municipal Buildings;
Water Conservation Education Program;
Grant Coordinator.
The City has obligated its allocated funds for authorized activities.
