STATE OF MINNESOTA DEPARTMENT OF EMPLOYMENT & ECONOMIC DEVELOPMENT, THE
The Dislocated Worker-National Emergency Grant (NEG) program serves laid-off workers and the businesses that hire them. Under Recovery Act, Minnesota gives priority to those individuals who want to receive credentialed training for high-growth/high-demand occupations with veterans being given additional priority service. When a layoff/closing occurs or may occur, the Dislocated Worker Rapid Response team contacts the business to assess the situation and to meet with the workers to inform them of available services. Program participants receive assessment, testing, job counseling, job-search assistance, and related services. Training is also available, but not all dislocated workers receive training services. Workers who do not have easily transferable skills and are unlikely to find employment in the same industry receive priority in the scope of services for which they qualify.

On December 22, 2008, the Minnesota Department of Employment and Economic Development (DEED) applied for the Minnesota Automotive Retail and Services (MARS) National Emergency Grant (NEG). The grant is dual enrollment because some participants are eligible for the Trade Adjustment Assistance program. The Department of Labor (DOL) awarded the NEG on 6/1/2009 and released the first allotment for $660,052. The grant period is from 2/17/2009 to 6/30/2011. The MARS NEG is composed of 27 companies that sell or manufacture parts of automobiles. There are currently five project operators including Southeast MN WSA 8, Ramsey County WSA 15, Washington County WSA 16, Stearns-Benton WSA 17, and Winona WSA 18.
DEED has submitted two modifications since the NEG award. This grant has been successfully closed out since its end date on 6/30/2011. All customers have been exited from MARS NEG. Those who have completed the program have been closed out in Workforce One, Minnesota’s official client tracking system. Those who need to finish their training have been transferred to a different funding stream. The final expenditure on this grant was $628,784. The project operators expended more than 95 percent of their allocation. The subrecipient will not be drawing down the remainder of the funds and their expenditures are complete. The award amount on this final report reflects the final expenditure by the subrecipient. DEED Fiscal returned any unused funds to DOL on 09/30/2011.
Of the 132 enrolled participants, all received intensive services; 100 or 76 percent received training; 85 or 64 percent have entered employment. Of the remaining participants, all have been exited from the grant or transferred to another funding stream to continue Dislocated Worker Program services.
