Substantial completion of construction was reached in August of 2011 meaning that the building is suitable for use as intended. A Certificate of Occupancy has been issued and staff has begun to occupy the fire station. Before obtaining the PCO, items from the punchlist were addressed. Completion of this milestone was the critical path to 100% completion. Release of final payment has been issued to the General Contractor. Current task include making final draws. |

| Infrastructure Purpose and Rationale |
Fire Station #5 (FS#5) is needed to enhance firefighter and resident safety by providing staffing levels and response times that are compliant with NFPA 1710 and other industry standards. The addition of FS#5 will decrease our current response times for the western portions of the City from more than nine minutes to the recommended five minute time frame. An additional benefit of FS#5 will be the ability to readily offer automatic and mutual aid to the citizens of Allen's three neighboring cities. The station site will contain an outdoor emergency warning siren site that notifies the surrounding community in the event of severe weather or other emergencies.
The construction of FS#5 will provide needed jobs both during and after construction. Once constructed, 12 new full time jobs will be created to staff this facility. FS#5 will also afford 3 personnel to be promoted to Captain and 6 to be promoted to driver.
The construction of FS#5 will provide much needed economic activity. The purchase of American made materials and equipment for the project will employ another tier of workers at building supply stores, equipment manufacturers as well as their suppliers. The LEED aspect of the building will help to support businesses that specialize in high efficiency products and other green building materials.
