Section 317 grantees have been allocated ARRA funding to purchase priority vaccines. Funding will support operations infrastructure needed to deliver vaccine and account for those vaccinated. Initiatives to be funded with ARRA grant resources are as follows: 1. Contract with Electronic Data Systems (EDS) for improvements to the New York State Immunization Information System (NYSIIS). 2. Establishment of a Disaster Recovery Server for NYSIIS. 3. Development and Implementation of integrated immunization site visits through a contract with the New York State Association of County Health Officials (NYSACHO). Field representatives and one coordinator will conduct provider site visits covering vaccine storage and handling., Assessment, Feedback, Incentives, eXchange (AFIX), and NYSIIS registry issues. 4. Establish contracts with 57 local health departments that will support expanded clinic hours and other aspects of increased service delivery necessary to administer ARRA purchased vaccines. 5. The establishment of 3 temporary positions to assist in managing ARRA funded initiatives.

Initiatives to be funded with ARRA grant resources are as follows: 1. Contract with HP Enterprise Services to perform modifications and enhancements to NYSIIS. The contract was amended to add $309,212 in resources and to extend the contract period through 12/31/11 to continue work on the NYSIIS application in support of interoperability. 2. Establishment of a Disaster Recovery Server for NYSIIS. The disaster recovery server and ancillary hardware were delivered to 800 North Pearl Street on 03/30/2010. This deliverable is complete. 3. Development and Implementation of integrated immunization site visits through a contract with NYSACHO. Field representatives and one coordinator conducted provider site visits covering vaccine storage and handling, AFIX and NYSIIS issues during the contract period 10/01/09 – 06/30/11. 4. Contracts that will support expanded clinic hours and other aspects of increased service delivery necessary to administer ARRA purchased vaccines were offered to 57 local health departments (lhds). 51 lhds accepted these contracts. Final vouchers have been submitted. 5. The establishment of temporary positions to assist in managing ARRA funded initiatives. 2 positions ( 1 Research Scientist and 1 Public Health Representative 2 ) were filled in April 2010. Since July 2011 only the Public Health Representative 2 position is filled. In December 2010 we hired a temporary agency clerical staff person and in June 2011 we hired a temporary agency administrative staff person to provide support to the ARRA initiatives. In September 2011 we hired 2 temporary agency Registered Nurses to conduct VFC site visits in the Western Region. These positions remained filed for the remainder of the grant period. |

As of our Final Report we have created 2 temporary positions: Research Scientist 1 position # 22730- the start date for this position was 4/8/10; Public Health Representative 2 position # 22731- the start date for this position was 4/12/10. Our request for a budget redirection was approved on May 20, 2011. This redirection includes extended funding for an existing clerical staff person hired in December 2010 and the addition of another temporary clerical staff person to assist with ARRA related program operations hired June 2011. In September 2011 we hired 2 additional temporary agency Registered Nurses to perform VFC site visits in the Western regional office. In our Final report we report a total of 14.09 FTEs working on ARRA related Immunization activities. Job types include information technology, technical assistance and administrative support for 14.09 FTEs for prime recipient vendors for this quarter. |
