COMMONWEALTH UTILITIES CORPORATION
The Commonwealth Utilities Corporation (CUC) has about 38 wells that feed directly into the system. These wells wastes energy unnecessarily, have frequent motor/pump replacements, and most importantly, has the highest detection of bacteria where the treatment system failure is attributed to pumping against a dead pressure. By diverting these wells into water tanks, there will be longer contact time for the chlorine and these wells will be able to pump continuously on a certain head therefore producing more water for the residents of the CNMI. Combining different wells into a tank is also one way of decreasing the amount of nitrate level in the water.
The project scope involves the installation of transmission lines to connect direct feed wells from different villages into water tank storages to meet all federal safe drinking water standards and requirements.
This project will also include the construction of new 4 inch Transmission Line to connect 3 (three) new wells that the CNMI Water Task Force has drilled in Kagman area, construct Control Panel Enclosures, Perimeter Security Fencing, exterior slabs, installation of pumps, construction of properly designed wellheads and connecting the wells into the CUC power grid.
This grant will provide funding to redirect water from 25 drinking water wells that pump into the distribution system to pump directly to existing reservoirs, thereby eliminating 9 chlorination sites and 1 booster station. Redirection of the drinking water wells to pump directly to reservoirs will result in energy savings and increased pumping efficiency.

CUC received 3 bids on Jan. 27, 2010. A bid review committee was immediately formed to review the bid packages. After review of the bid packages, the committee recommended to award the construction project to the lowest, most responsible and responsive bidder which was GPPC, Inc. A Notice to Proceed was then established on Feb. 16, 2010.
The contractor has submitted all the bonding and insurance requirements along with Quality Control Plan, Accident Prevention/Public Safety and Health Plan. Material submittals are currently being reviewed.
All project signs are now being fabricated and will be erected when completed.
The A&E (JCTEA)firm has also been awarded the CM services for this project and a Change Order contract has been finalized for them to perform additional engineering services in connection to this project. Proper coordinations are also being scheduled to expedite work on an area where an on-going road project is being undertaken by another government agency (DPW).
CUC has processed, approved and paid 3 Payment Request for a total amount of $91,800.00. CUC has received $91,800.00 as reimbursement for PR#1 to #3.

This project will construct water transmission lines to divert direct feed wells to pump directly into existing tanks on our system. This project will also eliminate 9 chlorination sites and 1 Booster Station on our system. This will include the removal of chlorination equipment, 9-2 HP booster pumps and 2-30 HP Booster Pumps, thereby reducing the required energy to operate our system and the O&M cost. The 9-2 HP Chlorine booster pumps will be no longer needed as well as the pumps will pump to a tank and all treatment will be done at the tank site. By having the water treated at the tank site, this will reduce the number of sites to be maintained and monitor thereby reducing the amount of fuel needed.
The 2-30HP Booster Pumps will no longer be needed as well as the pumps will pump to a common tank located at a higher elevation resulting in a significant reduction on our system energy requirement.
By diverting these wells to pump continuously to a tank having a fixed head and fixed demand, pumps & motors will operate more efficiently with less energy required and producing more water for the people of the CNMI. Construction of control panel buildings will also be included to protect all the electrical and control panels of the 3 new wells in Kagman Village area.
