ENVIRONMENTAL QUALITY, MICHIGAN DEPARTMENT OF
The American Recovery and Reinvestment Act funds were used to assess and address the risks at petroleum releases from leaking underground storage tanks (LUST) sites in the State of Michigan. The cooperative agreement funded LUST assessments and cleanups at various sites across Michigan. The sites selected for funding were orphan, abandoned, or financially nonviable sites, where the owners/operators of the tanks were unknown or unable to pay. The overall purpose was to investigate and address the risks posed by the sites, maximize job creation/retention, and provide economic and environmental benefits to the citizens of the State of Michigan.

Due to the year-end closing process, adjustments were made to the expenditures in this grant. The audit rate isn’t calculated or applied until late in the closing process, and it was higher than expected. So, expenditures were moved off the grant to make room for the audit charges. The number of payments under $25,000 was corrected due to an error in calculation. All contracts are closed, as all projects have been successfully completed. The total dollar amount contracted (including both engineering and construction contracts) is $6,819,081.60, with the balance of the grant spent on non-contracual items such as laboratory analyses (100% of the ARRA LUST grant has been expended). All sites had previously received state funding to commence work, therefore the LUST 4 performance measure for all the sites is reported as "on-going site activities", except the 2 sites closed under this grant. All sites have been accounted for in previous biannual performance measure reporting under "Cleanup Initiated" (LUST 2a). All work has been completed. |
