HOUSING AND COMMUNITY DEVELOPMENT, MASSACHUSETTS DEPT OF
The Tax Credit Assistance Program (TCAP) filled financing gaps caused by a reduction of equity investment in the Low Income Housing Tax Credit (LIHTC) program. TCAP provided gap financing for the construction or rehabilitation of affordable housing projects affected by the deteriorating housing market. The Recovery Act required housing credit agencies to distribute TCAP funds competitively, in accordance with the Agency's Qualified Allocation Plan. The current plan can be found at http://www.mass.gov/hed/docs/dhcd/hd/lihtc/2012qap.pdf. Projects awarded low income housing tax credits in fiscal years 2007, 2008, or 2009 were eligible for funding, but the housing credit agency was required to give priority to those projects that were expected to be completed by February 2012.

TCAP funds assisted 12 projects located throughout the state resulting resulting in 698 total units of rental housing, of which 638 will be affordable.. A listing of all 12 projects that received TCAP funding is posted on the DHCD website at 1) http://www.mass.gov/?pageID=gov3pressrelease&L=1&L0=Home&sid=Agov3&b=pressrelease&f=081809_housing_development_recovery_funds&csid=Agov3 , 2) http://www.mass.gov/Ehed/docs/dhcd/hd/lihtc/tcap-r2awardlist.pdf, and 3) http://www.mass.gov/Ehed/docs/dhcd/hd/lihtc/tcap-r3awardlist.pdf. This quarter, no new funds were committed to projects, as DHCD had already committed 100% of the TCAP funds available. In total, $59,605,630.00 in TCAP funds were awarded and $59,146,982.43 were expended. The difference between the total amount awarded versus expended is the result of cost savings achieved during construction. Work has been completed on all projects: Cabot Street (Beverly), 270 Centre Street (Boston), Centre-Creighton Apartments (Boston), Dudley Supportive Housing (Boston), Kasanof Bakery Apartments (Boston), Heywood Wakefield 3 (Gardner), and Ingraham Place (Fall River), Cutler Heights (Holliston), Union Crossing (Lawrence), Shillman House (Framingham), The Winslow (Greenfield), and Worthington House (Springfield). The total estimated number of beneficiaries (number of persons in households living in the properties) is 2,493. |
