Title/Description/Purpose: Kauai Head Start Improvement Project will use funds for facilities improvements to address health and safety issues at two early childhood centers at Koloa & Kilauea. Improvements include: roof repair; replacement of fall surface under playground equipment; and to maintain ADA accessibility on play structure.

Improvements include: access to announcer's booth, concession, comfort station, visitor and home dugouts, bleachers, Pony League Field and tennis courts. Title/Description/Purpose: Off-Site Water Line - Eleele Iluna Subdivision will use funds for construction and installation of an off-site water line required by the County of Kauai to support the development of 125 affordable homes for low income residents in Eleele.

Kauai Head Start Improvement Project improved two facilities by addressing health and safety issues. The project provided temporary FTE jobs for 6 workers in the construction trades. At the Koloa Head Start Center, the roof was replaced to correct a slope problem and the leaking concern was eliminated. A cement pad was constructed under the play structure and the soft fall surface tiles were reattached onto the cement base. This project was completed on time and in budget. At the Kilauea Head Start Center, a cement bike path was constructed to provide outdoor activities for the students. The project was completed in budget. This project is complete: no workers or jobs to report. Kapaa Infrastructure Improvements project improved access to all amenities at a community facility in order to comply with ADA requirements. The project provided fulltime jobs for 15 workers in the construction trade. This project is complete; no workers or jobs to report. Off-Site Water Line - Eleele Iluna Subdivision project wiil improve the water line infrastructure required to accommodate the development of 125 affordable, self-build homes for low to moderate income Kauai families in Eleele. Mobilization was conducted and completed to begin construction. As required, the 6-inch diameter off-site water line (main) was replaced and installed by a 12-inch diameter main, along the State road up to the property line of the subdivision, in order to provide adequate flow to the subdivision. During the reporting period, the project provided temporary FTE for six (6) individuals in the construction trade. |

Kauai Head Start Improvement Project will preserve employment for 9 workers in several construction trades for 6 months. Improvements will assist low to moderate income families being served by the Head Start Centers who are among the most impacted by the recession because of their limited and low income levels. Additionally, improvements made to the centers will help Child & Family Services address current center compliance with ADA accessibility and health and safety licensing standards. ADA improvements to the Kapaa Park will preserve employment for 15 workers in several construction trades and construction management for 6 months. Improvements will assist the elderly, disabled and low to moderate income individuals who are among the most impacted by the recession because of their generally fixed and limited income. If ADA improvements are not completed, the County could face severe fines and/or park closure until the facility is brought into compliance with ADA access guidelines. Off-Site Water Line - Eleele Iluna Subdivision will preserve employment for 10 workers in the construction trade for 2 months. Improvements will allow the development of affordable, self-build housing to 125 low to moderate income families on Kauai. |
