The CDBG-R Amendment to the 2008-09 City of Detroit's Annual Action Plan contains proposed projects to carry out the Recovery's Act's purposes, "to stimulate the economy through measures that modernize the Nation's infrastructure, improve energy eficiency, and expand educational opportunities and access to health care". The City of Detroit has been awarded funds for fourteen projects; Twelve of the forrteen projects will create or retain both temporary and permanent jobs. The economic development projects will assist businesses by providing capital to small businesses using micro loan funds to start-up and/or expand grocery stores. Economic development will also occur through facade improvements in targeted low/moderate income areas to attract customers and additional small businesses to designated areas. The Energy Efficiency/Green projects will modernize City of Detroit structures, businesses and homes as well as provide training to our citizens allowing them to obtain employment in the emerging energy efficient/sustainable industries. Infrastructure projects will continue to modernize the City of Detroit allowing it to comply with new American with Disabilities (ADA) requirements for updated curb ramps. In addition, the City of Detroit will provide emergency mortgage assistance to qualified homeowners affected by unfavorable (sub prime or exotic, etc) mortgage arrangements. Funding has been set aside to cover the administrative costs associated with implementing these programs and activities. The City of Detroit estimates that 223 permanent jobs will be created or retained and 138 temporary jobs will be created.

Quarterly Activities/Project Description The contract to renovate the Crowell Community Center is 100% complete. Lasky Recreation Center project were used to purchase material and equipment as a part of the rehabilitation. The Green Grocer Microloan Project had three businesses selected for the project with funds drawn down in July. University Commons Facade Improvement Project had four businesses receive improvements while the Davison Facade Improvement Project had three businesses as a part of that program. The Residential Energy Efficiency Project was able to do improvements to 135 homes over the life of the program. The Demolition Project was able to do asbestos abatement in approximately 127 homes, water disconnections for 310 homes and gas disconnections for 222 homes. The Class-C Streets Project was completed and also provided for a paved connecting road between Mack and Alter. The Mortgage Assistance Program was able to help approximately 250 individuals from losing their homes. The Green Jobs Project wrapped up in July and 76 individuals were supposed to be certified for green job readiness. Excess funding from Administration, Green Jobs, and Mortgage Assistance was shifted to Demolition, Residential Energy Efficiency, and Infrastructure.
