COUNTY OF WASHINGTON
The Office of Community Development (OCD) will provide general management and oversight of the Washington County Community Development Block Grant Recovery (CDBG-R) Program. The County will use existing staff to administer the program. The County will apply no more than $71,552 (10% of the grant amount) of CDBG-R funds for program administration and planning; and an additional $107,328 (15% of the grant amount) for public services. The remaining funds will be used for two public facility rehabilitation and two infrastructure projects. Housing Employment Link Partnership Program (HELP) through Portland Community College (PCC) is designed to help clients achieve long-term self-sufficiency through on-site services and coordinated case management. North Plains Senior Center will remodel and upgrade an accessible bathroom. The City of Cornelius, Mainstreet Pedestrian & Utility Connections project will re-construct and improve four one-block segments in the downtown area. The City of Hillsboro, SE Spruce Street Sidewalk Improvements project will construct approximately 3800 linear feet of 6' wide curb tight sidewalks along seven residential city blocks. All projects will serve low and moderate income populations; therefore, no less than 70% of the grant amount will benefit persons of low- and moderate-income. In August 2011, OCD transferred $24,999 that was budgeted for Administrative funds to a new project, Community Action Organization Shelter Improvements. The funds will be used to make interior improvements to the Hillsboro Family Shelter that provides emergency shelter to homeless families in Washington County. In this 1st quarter of 2012, the Office of Community Development (OCD) has completed all CDBG-R activities and expended all funds. CDBG-R funds have assisted five projects: one public service, two public facilities and two infrastructure improvements. Portland Community College (PCC) Housing Employment Link Partnership Program (HELP) located in Beaverton has expended all funds except $3,634.89, which were returned to Washington County and reallocated to the North Plains Senior Center?s CDBG-R funded project. The North Plains Senior Center accessible bathroom remodel has been completed and all funds totaling $18,934.39 have been expended. The City of Hillsboro Spruce Street project was completed in June 2010 and all funds totaling $131,991.00 have been expended. The City of Cornelius Main Street improvement project was completed in the 3rd quarter (2010) and all funds totaling $389,353.00 have been expended. The Community Action shelter improvement project has been completed. All funds ($24,999) have been expended for this project. As anticipated, all CDBG-R funds have now been expended. |

CDBG-R funds were used to support and partially fund several positions within OCD. This included Program Manager, Program Coordinator, Senior Community Development Specialist, Grants Technician, and an Admin Specialist. Funds were also used to create and partially fund several construction labor worker positions in Cornelius and Hillsboro while those projects were active. CDBG-R funds partially funded jobs at PCC HELP, thus retaining full and part time positions while funds were available. The final job count for PCC was reported in the 1st quarter of 2011. North Plains Senior Center project has partially funded several construction labor worker positions. Community Action shelter improvements project partially funded various construction labor worker positions. Because all projects are now completed the job count for this quarter is zero. |
