BUSINESS, ECONOMIC DEVELOPMENT AND TOURISM, HAWAII DEPARTMENT OF
REVISED State of Hawaii EECBG proposal, effective on Sept. 21, 2011: Six distinct projects: 1) Dept. of Business, Economic Development and Tourism's (DBEDT) "Administration? ($420,334): Hiring staff to assist with administration of the EECBG funds; assist with data collection and entry for reporting and other administrative assistance; 2) DBEDT "Loan Loss Reserves" ($2,967,222): Expand capital available for building retrofits and energy improvements across all segments by creating and funding a loan loss reserve fund to mitigate the risk associated with efficiency and renewable energy loans; 3) DBEDT ?Energy Efficiency Support for State Agencies? ($135, 640): Provide technical assistance for energy efficiency projects of State of Hawaii agencies, including engineering, building code development, data collection, benchmarking, and training and information programs; 4) Kauai Island Utility Cooperative "State and Local Government and Non-Profit Rebate Program" ($200,000), which will focus on energy saving retrofits that augment KIUC's efficient equipment rebates; 5) Dept. of Hawaiian Home Lands "Homestead Energy Program" ($2.9 million), which will install solar water heaters on and compact fluorescent lamps in at least 400 homestead homes; and 6) Dept. of Accounting and General Services "PV on State Buildings" ($2.9 million), which will install photovoltaic systems on state buildings. This third revision to our original grant was approved on Sept. 16, 2011.

Loan Loss Reserves (1/2013 - 3/2013)
We continue to follow the plan. All other projects have been closed out and their contracts successfully concluded.
During the quarter, two (2) additional energy contractors were added as Authorized GreenSun Contractor partners for a total to date of 40 Authorized Contractors. Additionally, one (1) new Participating Lender was added for a total to date of 13 Participating Lenders.
At the end of the quarter, projects financed aggregates to an estimated 465,269 in annual kWh savings and $185,636 in annual utility savings to the property owners.
It has been a little over a year since the program was launched and we are supporting lenders in converting to clean energy one house at a time. To date, all of the loans made have been for single family dwellings.
We will explore increasing the loan loss reserve deposit for non-residential installations and see if this will incentivize lenders to finance commercial and multi-family projects. |

DBEDT: An energy efficiency specialist and enery analyst were hired to support the block grant programs.
Other Projects: Recovery Act funds have enabled other jobs to be created as the grant-funded projects have progressed. The amount of jobs created this quarter is lower than in the past quarters because the DAGS "PV for State Buildings" project has been completed and the KIUC project did not perform any work that utilized the funds as work hours. |
