The West Virginia Department of Agriculture received funds through the American Recovery and Reinvestment Act of 2009 (ARRA) to pay costs associated with the distribution of USDA foods donated for use in The Emergency Food Assistance Program (TEFAP). Such costs include (but are not limited to) storage, transportation, handling, processing, and distribution of such foods; as well as costs associated with determining and verifying beneficiary eligibility, record keeping, auditing, and other administrative procedures required for program participation. To date, the West Virginia Department of Agriculture has: Provided funds to organizations – such as food banks, food pantries, and soup kitchens – that administer the program at the local level.

Quarterly Activities/Project Description During the current reporting period, The West Virginia Department of Agriculture and its two subrecipients used TEFAP administrative funds provided through ARRA to transport, handle and store TEFAP foods in preparation for ultimate distribution to program participants, which include persons living in households with incomes below the poverty level and the unemployed. Less than 1% of the funds were used to administer the program at the state-level, while the remaining funding was distributed to the Food Banks.
