TNHA solicited bids for the natural gas conversion of forty (40) homes in the remote Alaskan village of Nuiqsut and as of March 31, 2011 all 40 of the conversions were completed. A scope of work for heating upgrades in the villages of Anaktuvuk Pass, Atqasuk, Kaktovik, Wainwright, Point Hope, and Point Lay was also developed, procurement of materials through the solicitation of sealed bids was completed and materials were delivered to all locations. Upgrades in the six villages utilized a Force Account construction methodology for retrofit. Installation began June 1, 2010. As of September 30, 2011 a total of seventy-four Toyotomi 180 (74) primary heating system upgrade/replacements had been completed: Ten (10) heating upgrades in the village of Kaktovik; and Nine (9) heating upgrades in the village of Point Lay. In the village of Point Hope Fifteen (15) upgrades were completed. In the village of Wainwright Seventeen (17) upgrades have been completed; and in the village of Anaktuvuk Pass a total of Eleven (11) upgrades are complete. The upgrades in the village of Atqasuk (12 units) were delayed due to severe weather, subzero temperatures and blowing winds and were completed August/ September 2011. All completed units have been inspected by an ICBO certified inspector. Due to the remote nature of the villages (accessible only by air/no road access) and the extremely harsh arctic climate, Seventy-Four(74) Toyotomi Laser 73 space heaters were installed as emergency/back-up heat in the seventy-four units receiving complete heating upgrade. The entire amount of the ARRA award for the project was expended as of September 30, 2010. Utilizing NAHASDA funds for expanded scope and completion, the project is closed-out as of 9/30/2011. |
