The overall purpose of Community Development Block Grant funding under the American Recovery and Reinvestment Act of 2009 (CDBG-R) is to support the Recovery Act's clear purposes: stimulate the economy through measures that modernize the Nation's infrastructure, improve energy efficiency, and expand educational opportunities and access to health care. Consistent with the overarching goals of the Recovery Act, HUD has encouraged recipients of CDBG-R to use funds for hard development costs associated with infrastructure activities that provide basic services to residents or activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings. During the grant funding period, three substantial amendments to the Action Plan were approved by City Council on April 5, 2011, June 21, 2011, and August 7, 2012 to fask track the use of CDBG-R funds. The ARRA funded projects are: Project 1: CDBG-R funds were used for design costs to the Third Avenue Streetscape Project, the project is schedule to be completed using other funding sources. Project #2 Chula Vista Family Health Building Improvement project, Project #3 CDBG-R Americans with Disabilities Act (ADA) curb cut project in CDBG-eligible areas (STL-377), Project #4 Eucalyptus Park Right of Way and Park Accessibility Improvements (STL-376), Project 5: Kid Care Express Mobile Medical Unit project, Project 6: Ken Lee Building Accessibility Improvement Project (STL-391). Project (1), includes design to make streetscape improvement to Third Avenue. Project (2) includes funding for Chula Vista Family Health Centers Tenant Improvements to an existing two-story building presently used as a medical health facility for low-income persons and operated by a non-profit. Improvements include construction of new exam rooms, expansion to the existing waiting room and other accesibility improvements will allow the health center to serve more clients. Project (3) includes installation of sidewalks and other ADA improvements. Project (4) includes installation of curb cuts at various locations in CDBG eligible census tracts and in accordance with the City's ADA Transition Plan approved by City County February 2008, and Project (5) Kid Care Express Mobille Medical unit that serve low income households. Project (6) ADA public facility improvements to the Ken Lee Building located at 430 F Street.

Quarterly Activities/Project Description During the reporting period, the City's Council approved a Substantial Amednment to the CDBG-R Action Plan to re-allocate $18,245 to the Ken Lee Building Accessibility Improvement Project from the ADA Curb Cut Project (STL-377). This re-allocation allowed a ADA compliance ramp to be installed at a public facility at 430 F Street Chula Vista, CA 91910. This increased the total number of ARRA projects from 5 to 6. All projects were completed by the funding deadline with all draw downs and invoices processed by the City's Fiscal Staff. ARRA funding resulted in a total of six projects receiving funding: 1. ADA Curb Cut Program $181,977 ($94,934.50 to Portillo Concrete), 2. Eucalyptus Park Accessibility Improvement $175,000 ($115,8903.85 to CMT Engineering), 3. Third Avenue Streetscape Design ($40,910), 4. Chula Vista Family Health Center expansion $103,000 (97,760 for MW Construction, Inc.), 5. Family Health Centers of San Diego Mobile Medical Unit $17,000, and 6. ADA Improvements at the Ken Lee Building ($18,244 to MJC Construction). Total Investment in Capital Projects was $519,132, with the remaining funds assisting a public service project ($17,000). During the quarter, $18,245 was paid to contractor MJC Contruction to complete the ADA Ramp at the Ken Lee Building. With the final ARRA report submitted in Federal Reporting.gov, staff will begin Project Close-Out, as required.

Infrastructure Purpose and Rationale The City's Community Development Block Grant funding under the American Recovery and Reinvestment Act of 2009 (CDBG-R) is supporting a an infrastructure activities that will preserve and create jobs and promote economic recovery. Construction contracts awarded for these projects will preserve and increase employment of workers in the construction firms selected to carry out the various projects. In addition, jobs will be created or preserved in the manufacturing industry and for material suppliers involved with these projects. Funding these projects will assist those most impacted by the recession, as the projects will result in contracts award to firms in the construction industry, one sector that has been adversely affected by the recession. Additionally, these projects would generate increased demand for supplies in construction and building materials which will help the manufacturing industry and material suppliers, other sectors also severely affected by the recession. Funding CDBG-R for three infrastructure projects are considered long term investments. Project 1 (Family Health Center capital project) will provide low-income residents a place to obtain low cost health care. Project 2 (ADA curb cut project) will increase accessibility around Chula Vista's low income areas, Project 3 (Eucalyptus Park) infrastructure improvements along Eucalyptus Park (4th Avenue) will improve accessibility to Eucalyptus Park.
