EXECUTIVE OFFICE OF THE STATE OF MARYLAND


The State of MD Governor's Office of Crime Control & Prevention (GOCCP) goals and objectives of this project are to create and retain jobs to bolster Maryland's faltering economy, and make resources available to law enforcement and other public safety agencies to help protect Maryland citizens. The core focus of this project is Security Integration, a term which means that we must have seamless coordination and consistent information sharing between, and among, all agencies and entities involved in the criminal justice system. Specific strategies include: and emphasis on violent adult and juvenile offenders; intelligence-based parole and probation supervision; police/parole and probation partnerships; cross-border collaborations; data-drivien policing strategies; warrant service; gang enforcement; DNA and other laboratory enhancements; gun trafficking initiatives; improvements in prison security; and technological enhancements. The GOCCP will carefully coordinate the use of BJAG ARRA funds through regular communications with state and local partners. GOCCP convened a stakeholer meeting on February 20, 2009 that was attended by approximately 130 people. A series of regional breakout sessions were held to begin that coordination process, and meetings have already been held with state agencies - such as the Maryland State Police, the Department of Public Safety and Correctional Services, and the Department of Juvenile Services - to further enhance the planning process. Deliverables will include, but not be limited to: number of jobs created and or retained,; and a variety of programmatic performance measures such as guns seized, warrants served, arrests made, and prosecutions initiated. Deliverables will be tracked and monitored through Recovery Stat, a performance measurement and management tool patterned afterthe well known Comp Stat model used by police departments througout the United States, and through GOCCP's state-of-the-art Grants Management System. Uniform Crime Report (UCR) data for the first six months of 2008 show double digit decreases in murder and vehicle theft, and significant reductions in forcible rape and robbery statewide. Despite the successes cited above, crime remains persistently high in Maryland, and much work remains to be done to make Maryland's communities safe for all of it's citizens. The key components of the plan are: Violence Prevention Initiative; Juvenile Violence Prevention Inititive; Intelligence-Based Parole/Probation Supervision; Police/Division of Parole & Probation Partnerships; Watch center Models: to create environments where police officers and DPP agents work side-by-side; Cross-Border Collaboration; Gun Trafficking Task; DNA: to optimize the use of the State's forensic DNA resources to identify violent criminals and remove them from the streets fefore they re-offend and solve open cases with forensic evidence; Warrant Service: to develop a framework of cooperation between state and local law enforcement; CompStat-On-Demand: CompStat programs to improve data-driven policing strategies; Maryland's Division of Corrections: to improve the safety and security of Maryland's prisons, and better prepare inmates for their eventual return to society; Gangs: to curb the growth of criminal gangs in Maryland, and to effectively dismantle existing gangs; Drug Courts: to identify non-violent substance abusing offenders who may be amenable to treatment, and place them under community-based supervision with intensive drug treament combined with strong judicial oversight and support; Drug Treatment Availability; to expand drug treatment options across the continuum of care for those in the criminal justice system to help eliminate many of the causes of crime; and Operation Safe Kids: to develop and implement an effective community-based supervision model for at-risk juveniles to minimize residential placements without compromising public safety.

Quarterly Activities/Project Description GOCCP's awards to sub-recipients are made on a reimbursable basis (BJRA). Sub-recipients submit requests for reimbursement on an ongoing basis (up to thirty days past the end of each quarter). GOCCP processes these requests and issues payments (if the sub-recipient met the criteria set forth in the sub-award). To date, GOCCP has issued 195 BJRA sub-recipient awards totaling $24,647,748.18. GOCCP has processed all reimbursement requests, which equals the final sub-award total. Reimbursement of funds will be made to OJP in the amount of $960.46. These funds were de-obligated from sub-recipients due to changes in projected costs, which reduced expenditures. Paid expenditures have been made by GOCCP to support the management of the program. These administrative costs total $1,852,592.46. ARRA Success Stories/Best Practices 3,390 (286 VPI) warrants served under VOWR 991 warrants served under Fugitive Safe Surrender in Baltimore 11,981 crime scene DNA samples processed and entered into CODIS 25 Crime Analysts hired to help support data-driven crime reduction strategies Provided funding for LPRs which will be integrated into a comprehensive statewide strategy for LPR use and deployment. Description of Jobs Created For the Final Reporting Period (#15) 1.48 Full Time Equivalents (FTE) are based on GOCCP grant administration during January and February 2013. Administration includes monitoring, reporting on, and auditing the Federal Funds. The FTE calculation is based on the hours that make up a work week for the State of Maryland. Through the life of the award FTEs reported were primarily relative to Law Enforcement Overtime, Crime Analysts, and Victim Service Providers.
