COMMERCE AND ECONOMIC OPPORTUNITY, ILLINOIS DEPARTMENT OF
The program provides financial and technical assistance to assist State and local governments create and implement a variety of energy efficiency and conservation projects. The programs objectives are: 1) To reduce fossil fuel emissions created as a result of activities within the jurisdictions of eligible entities, 2) To reduce the total energy use of the eligible entities, and 3)To improve energy efficiency in the transportation, building, and other sectors.

EECBG implementation plan has two parts - one addressing the State which receives 40% of the funds and one addressing the local government which receives 60% of the funds. The State programs will focus on improving energy efficiency in the building and transportation sectors and on developing distributed electricity generation from renewable resources at State facilities. There will be three program areas funded on state level: 1) State building energy efficiency, 2) Distributed renewable electricity, 3) Transportation fleet efficiency. Illinois will provide funding to local governments that are not eligible for direct formula grants through a competitive process administered by Regional Planning Agencies. The programs emphasized on the local level include energy efficiency and conservation strategy, residential and commercial building energy audits, and energy efficiency retrofits in buildings and facilities. |

According to the OMB December 18, 2009 guidance (M-10-08), "a job created is a new position created and filled, or an existing unfilled position that is filled, that is funded by the Recovery Act. A job retained is an existing position that is now funded by the Recovery Act. A funded job is defined as one in which the wages or salaries are either paid for or will be reimbursed with Recovery Act funding." In following this guidance and adhering to that definition, because ARRA Energy funding is not directly paying for wages or salaries, zero jobs will be reported for IL ARRA Energy grants. ARRA Energy funding is being used to purchase equipment. Because the operators of that equipment are not paid with IL ARRA funding from DCEO, the agency cannot count those positions as ARRA jobs created or retained. Therefore, the agency will be reporting zero jobs created and zero jobs retained to OMB for all the ARRA Energy programs. If for some reason there is an exception to this, such as hiring additional administrative staff whose wages are paid directly with stimulus funding, DCEOs staff will examine this on a case by case basis and when those instances may or do occur DCEO will document and report any job creation or retention to OMB. |
