The Florida ENERGY STAR Appliance Rebate Program is comprised of two phases. In Phase One, which is known as "Appliance Rebates", Florida offered a 20% rebate on the retail price of new qualified ENERGY STAR appliances. Rebates were available only for the following six ENERGY STAR certified appliances and products: clothes washers, dishwashers, refrigerators, freezers, room air conditioners and gas tank-less water heaters. Rebates were only available to consumers with purchase receipts dated from April 16, 2010 through April 25, 2010. In addition to the rebate, Florida offered consumers a recycling bonus of $75 per appliance when the consumer provided evidence of having recycled their old appliance.
At the end of the Phase One, approximately $2.4 million of funds remained available; we combined those funds with other available SEP-ARRA funds to offer additional rebates in Phase Two. Phase Two of this program, which is known as "HVAC Rebates", will provide rebates for Central Air Conditioners, Air Source Heat Pumps, and Geothermal Heat Pumps. Rebates are only available to consumers with purchase receipts for fully installed systems dated after August 29, 2010 but before September 15, 2010; or consumers with an installation contract dated after August 29, 2010 but before September 15, 2010 and a sales receipt indicating date of purchase and installation of a system after August 29, 2010 but on or before November 30, 2010. The first and second invoices from Phase Two were received in January 2011. The first batch of rebate cards was issued in February and the second batch was issued in March. The first invoice was paid solely with SEARP funds and the second invoice was paid from a combination of SEEARP and SEP-ARRA funds. The third and fourth (final) invoices were received and paid solely with SEP-ARRA funds in April and May 2011.

During the months of April and May 2011, Florida worked to actively qualify the final applicants for the HVAC rebate program. The third and fourth (final) rebate invoices were submitted in April, audited, and rebate cards were issued to customers in April for the third batch and in May for the fourth batch; these two invoices and were paid solely with SEP-ARRA funds . The Administrative Invoice (rebate processing fee only) was submitted in June and will be paid in early July solely with SEP-ARRA funds. That is the final action to be taken with this grant. Final administrative reports were provided to USDOE to close out the SEEARP grant at the of June 2011. |
