During this quarter, CDM Federal Programs Corporation (CDM Smith) and small, disadvantaged business (SDB) construction subcontractor, Arrowhead Contracting, Inc. (Arrowhead), continued to conduct aquifer testing activities for the Crossley Farm Superfund Site Groundwater Treatment System (GWTS). A five-month aquifer testing period is part of EPA?s planned 12-month operational and functional period.
Concurrent pumping of the four extraction wells (EWs) was performed in November 2012 to further test GWTS performance. CDM Smith performed a pre-final inspection in late November 2012 to confirm that all required components were installed, met design requirements, and operated as designed. A checklist of items was prepared to be addressed prior to the final inspection. Concurrent pumping of the four EWs continued until the end of the year.
Beginning in January 2013, a new phase of aquifer testing was initiated, with pairs of extraction wells being pumped together. The well with the highest TCE concentration (EW-15) was always pumped, and the second pumping well was rotated among the other three EWs. This pumping pattern continued through the end of February 2013. Analytical testing conducted twice a month continued to demonstrate that the groundwater exiting the GWTS was treated to non-detect levels of all volatile organic contaminants.
The final GWTS inspection and system acceptance are planned for the next ARRA quarter. Operation of the GWTS is expected to continue during the remainder of the operational and functional period (through September 2013) under a project that is not ARRA funded. |

During this quarter, CDM Federal Programs Corporation (CDM Smith) worked closely with small, disadvantaged business (SDB) construction subcontractor, Arrowhead Contracting, Inc. (Arrowhead), to continue conducting aquifer testing of the Groundwater Treatment System (GWTS) associated with EPA?s planned 12-month operational and functional period for the Crossley Farm Superfund Site Remedial Action.
After pumping each of the four groundwater extraction wells (EWs) for one week individually during October 2012, and successfully treating the contaminated groundwater, CDM Smith directed Arrowhead to continue aquifer testing in November 2012 by pumping the four EWs concurrently, with a total flow rate of 100 gpm for 10 days. Analysis showed that the groundwater from the combined EW test was treated to non-detect levels of TCE.
Following a Thanksgiving break, CDM Smith performed the pre-final inspection of the GWTS during the week of November 26, 2012. This inspection included confirming that all required components were installed, met design requirements, and operated as designed. The GWTS interlocks and alarms were also tested. CDM Smith prepared a checklist of items for Arrowhead to address prior to the final inspection.
At CDM Smith?s direction, Arrowhead resumed pumping the four EWs simultaneously and treating the extracted groundwater after the pre-final inspection, until shutting the GWTS down on December 21, 2012 for the Christmas and New Year holidays.
The next phase of aquifer testing began on January 3, 2013, with Arrowhead operating pairs of extraction wells together. In response to the higher levels of TCE contamination in EW- 15, CDM Smith directed Arrowhead to pump EW-15 with each of the three other wells. Each well pair was pumped for one to two weeks, before switching to a different second well in conjunction with EW-15. This pattern of pumping two wells concurrently continued through February 2013.
Each month of the quarter, groundwater samples were collected from each EW before the groundwater entered the GWTS. Samples were also collected from GWTS effluent. All water samples were submitted for laboratory analysis. The analytical results confirmed that the GWTS was operating as designed, and the groundwater contaminants were effectively removed by the GWTS.
The final GWTS inspection and system acceptance are planned for the next ARRA quarter. Operation of the GWTS is expected to continue during the remainder of the operational and functional period (through September 2013) under a project that is not ARRA funded.
CDM Smith?s SDB subcontractor, Arrowhead, reported 1.79 FTE of labor during this period, including 0.84 FTE of jobs created and 0.95 FTE of jobs retained. Site supervisors, engineers, and project management staff supported this project. CDM Smith expended a negligible amount of labor under this ARRA project this period. EPA authorized CDM Smith?s technical activities under a project that is not ARRA funded. |
