The West River portion of the original grant was for replacement of three of the 12 existing one-way flapper gates with self-regulating gates (SRTs) to open 5.8 river miles to fish passage and restore 50 acres of tide marsh on the West River system in New Haven. An amendment is providing funds to make changes to recreational areas upstream of the SRTs to prevent flooding. At the Bride Brook site (East Lyme, CT), the original grant was to replace failing culverts with a box culvert to save the second largest alewife run in the state and substantially improve its habit, restore 58 acres of estuarine marsh, enhance access to three river miles and 72 acres of lake habitat, and enhance 20 acres of dunes through planting. Added funds offset the costs of modifying the stream outlet, made necessary by unanticipated severe weather conditions. This project also provided public safety benefits.

Quarterly Activities/Project Description West River: replacing 3 existing tide gates with self-regulating tide gates (SRTs) will open 5.8 river miles to fish passage and restore 50 acres of tidal marsh. Activities: During this quarter, we received a draft from Milone and Macbroom, Inc. (MMI) of the Operations and Management Plan (OMP) and associated manual, which was reviewed by Gwen Macdonald and John Champion at Connecticut Fund for the Environment and Kristen Ferry, at NOAA. MMI made revisions based on those reviews. It was then sent to Richard Miller, New Haven City Engineer, who accepted it. Kierran Broatch, John Champion and Gwen Macdonald have been working on signage for the project. New Haven City Plan has suggested a design for the sign. Kierran Broatch is drafting language for the sign and also is reviewing historical pictures and records for inclusion. Gwen Macdonald and John Champion recently visited both the Duck Pond and the self-regulating tide gates during the spring high water flows; all systems are operating correctly. They have made verbal reports to our NOAA project officer during this reporting period and are now setting up a site visit for NOAA staff, most likely in April. We have also begun to review the raw data generated by our student monitoring program. Bride Brook project restored 78 acres of marsh, enhanced access to 5 river miles and 72 acres of lake habitat and enhances 20 acres of dunes through planting. This project has been completed.

Description of Jobs Created Environment, conservation and wildlife organizations: Jobs created/maintained within CFE included project management (e.g. Director of Habitat Restoration, Senior Attorney and Director of Program), and communication, outreach and administrative (e.g. Senior Director of Finance and Administration, Bookkeeper, Director of Grants)staff. The impact on other vendors included those employed as engineering,construction,IT, legal and accounting consultants, as well as those working on signage. The positions are full-time, but they were only partially funded by ARRA. Total hours for the quarter were 316.45.
