LABOR, MAINE DEPARTMENT OF
This award grant supplements the existing Workforce Investment Act (WIA) employment and training assistance to low-income adults. The additional funding will enable the program to serve a significant increased number of low income and unemployed participants due to current economic conditions. The funding for each program with the WIA is as follows WIA Dislocated Workers- $4,572,069; WIA Youth-$4,293,710.00; WIA Adult- $1,808,086.

Additional participants enrolled in the Workforce Investment Act (WIA) program under ARRA funding include 2,010 Adult participants including 1,993 low income adults, 2,880 laid off Dislocated Worker participants and 2,236 Youth participants. In addition, 1,111 Out-of-School Youth have been enrolled in work experience to date. Some ARRA funding for the summer youth program was carried forward allowing some local areas to offer a smaller scale summer youth employment program this year. The total FTE count rose from the previous quarter due to large layoffs at the Maine Military Authority and at Katahdin Paper, and the hiring of peer support workers.
This grant closed on June 30, 2011. The state did not spend the entire award as a result of several different factors. The key factors are due to the level of restriction that Governor Baldacci placed on spending ARRA funds. When released, the funds could only be spent on retraining in occupations limited to Health Care, Information Technology, Energy/Conservation and “Green Jobs”. The Local Areas struggled to recruit participants who would only consider training in these focused areas and to find education providers (i.e., local community colleges and universities) that had programs to accommodate the industries and number of student. By December 2010 the Governor expanded training to the Maine Jobs Council’s High Growth, High Demand list. It appeared to be too late to expand enrollments and increase expenditures. Additionally, the Bureau of Employment Services failed to release uncommitted 25% Rapid Response funds in a timely manner as well as spend the 15% funds held at the state level.
