Quarterly Activities/Project Description	The final amount in the Total Federal Amount of ARRA Expenditure does not equal the Award Amount for the Community Service Employment for Older Americans program in Puerto Rico due to the fact that the program incurred in execution delays in the recruiting of participants. After seeing that the funds would not be used in its entirety, the Puerto Rico Department of Family requested an extension of time for the program to the Department of Labor (DOL). This request was denied. However, on April 7, 2010, the DOL allowed to increase the number of participants in order to use 100% of the funds. This increase doubled the amount of participants from 34 to 71 during the period between mid April to June 30, 2010. Even with the amount of participants being doubled, it was impossible for the agency to utilize the full amount of funds assigned. The amount of funds that were not able to be incurred were $83,871.00. Since the expiration date of the program was June 30, 2010, the prime recipient is confirming that no more funds will be expended.
