SPRINGFIELD, CITY OF
The program is to provide homelessness prevention assistance to households who otherwise would be homeless and to rapidly re-house people who are homeless. Clients served must be at or below 50% AMI, be at risk of becoming homeless, or are homeless and,
· Have no appropriate subsequent housing options
· Lack financial resources and support networks needed to obtain immediate housing or remain in existing housing.

· Administrative Costs
The proposed program for Springfield includes working with the Springfield Clark County Housing Collaborative and the Ohio Department of Jobs and Family Services. The proposed program will utilize both financial assistance and housing relocation and stabilization services to address the increasing number of people facing homelessness in Springfield. Both the financial assistance and the housing relocation and stabilization services will operate in a three-level system based on client need and the resources available.
Level One will focus on preventing homelessness and will include clients with needs that can be met with minimal expenditure of funds and are likely to need only one housing counseling session with a case manager. We expect most of these clients will come through the DJFS system, as this funding will supplement the Prevention Retention and Contingency funds DJFS already utilizes for this purpose.
Level Two will likewise prevent homelessness, but will also focus on diverting individuals and families from entering emergency shelters. These clients needs are likely to be more complex, thus short to medium term financial assistance will be provided and case managers will see these clients 2-3 times in order to ensure a stable housing situation. We anticipate that Level Two clients will be identified through the service agencies participating in the Springfield Clark County Housing Collaborative.
Level Three assistance will be the most intensive. Clients at this level will already be in emergency shelters or transitional housing. Clients will need longer or more varied financial resources and increased case management (2-6 sessions) in order to stabilize their housing.
