HOUSING AUTHORITY OF THE CITY OF NEW HAVEN (INC)


The Housing Authority of the City of New Haven (HANH) received $4,733,966 in CFRC funds under Category 2, Gap Financing. Specifically, CFRC funds are needed to fill a gap in financing for the public infrastructure surrounding Phases 1 and 2 of the Brookside Apartments, which are a part of the West Rock site. The West Rock site included the former Brookside and Rockview Apartments which included 490 units of federal low-income housing, plus 89 units of elderly/disabled housing in the adjacent Ribicoff Cottages for a total of 581 units. The West Rock redevelopment plan anticipates 495 new construction units, including the eventual replacement of the Ribicoff Cottages development. Of the 495 new units, 80 homeownership units including 60 market-rate units are planned together with 415 rental units including 70 elderly-only units. Half of the new rental units will receive project based Section 8 assistance, with the other half receiving ACC subsidy. The new West Rock community will be a more socially and economically diverse community of one to four bedroom units serving families and elderly households.
