HOUSING & COMMUNITY SERVICES, OREGON DEPARTMENT OF
The purpose of the Weatherization Assistance Program is to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety. The program promotes job creation, provides energy savings, and reduces carbon emissions. The priority population for the program is persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burden. Income requirements for American Recovery and Reinvestment Act (ARRA) Weatherization funds are 200 percent of the national poverty level. A Department of Energy-approved energy audit is performed on each home to determine the greatest cost saving measures for the client's dwelling. Weatherization contractors then install the most cost-effective, energy efficient measures, address health and safety concerns, and improve comfort. The use of ARRA funds on dwelling units may include, but are not limited to auditing, testing, and installation of energy saving materials. Energy-efficiency education is also provided for each household receiving weatherization. ARRA Weatherization funds may also be used for training and technical assistance. Oregon Housing and Community Services also administers the Sustainable Energy Resources for Consumers (SERC) grant. SERC funds are spent on technologies not currently covered under the traditional Weatherization Assistance Program or cannot reach a Savings to Investment Ratio of 1 or greater. The use of SERC funds on dwelling units may include, but are not limited to; solar photovoltaic, solar water heaters, tankless and heat pump water heaters, and ductless heat pumps, cool roof technologies, R-5 windows, efficient clothes washers and driers, and in-home energy monitor displays.

The program has served 15,650 people across the state including 2,804 children, 3,814 elderly, and 2,279 people with disabilities. |

Federal Department of Energy (DOE) American Recovery and Reinvestment Act (ARRA) funds have provided employment opportunities throughout the weatherization community in Oregon. At the Oregon Housing and Community Services Department, DOE ARRA dollars have partially funded existing and new positions in program management and compliance, clerical assistance, analysts and other office staff. Across the state, subrecipients (community action agencies, contractors, tribes and weatherization program providers) used DOE ARRA funds to retain and, in many locations, create positions including energy analysts and inspectors, shell technicians and diagnostic technicians. These professional “green collar” employees were trained in energy auditing, heat loss analysis, insulation, air sealing, lead safe work practices and other technical skills. |
