Ogden-Weber Community Action Partnership Head Start 2009 ARRA COLA & Quality Improvement Funding
Head Start services were provided to 703 low income children and their families through out Weber county in Northern Utah. OWCAP Head Start offers full day child care, 5 days a week or 3.5 hours, 4 days a week. With the ARRA COLA funds we increased Head Start staff salaries as required by OHS. We used Quality Improvement for a one time increase of salaries for the retention of teachers, teacher assistants, managers, supervisors, mental health specialist, disability specialist and health specialist. The position of a Mental Health Assistant was created in order to provide support services to children with mental health concerns, their families and the classroom staff. A chiller was purchased and installed to maintain appropriate temperatures in classrooms. Language and Literacy resources were purchased to enhance learning activities for Head Start children.72 hour emergency kits were purchased and placed in each classroom. Vacuums were purchased to replace worn out vacuums and provide a healthy environment. Professional Development and higher education opportunities were provide to Teachers and other Head Start staff to meet the School Readiness Act qualifications of having teachers with bachelor degrees by 2013.
