Contracts - AWARD SUMMARY
DEVELOPMENT INFOSTRUCTURE, INC.
USAID's objective for implementing GLAAS is to improve operational efficiencies for Acquisition and Assistance (A&A) functions by:
a. Allowing domestic and overseas users to benefit from real time financial integration, paperless A&A management, and web based status tracking information;
b. Standardizing processes and systems so that more A&A actions are within accepted standards for Procurement Action Lead Times (PALTs) and Grant Action Lead Times (GALTs);
c. Integrating the A&A system with the financial system;
d. Consolidating information on worldwide acquisition and grants assistance actions, and providing a reporting tool that will enable USAID to better meet standard and ad hoc reporting requirements, and;
e. Facilitating payments (or communications) between contract and grant awards and the respective agencies.
The objective of the task order, Deployment and Operational Support for the Global Acquisition and Assistance System (GLAAS), under the PRIME 3.4 BPA is to obtain expertise and solutions to support USAID's requirements for system deployment and support services for the GLAAS program as outlined in this PWS. The services to be provided support e-government initiatives by creating additional operational efficiencies through 1) advanced technology, 2) improved standardized business processes used agency-wide and 3) streamlining of personnel resources to manage both its acquisition and assistance/grants management programs in a common system.

| Quarterly Activities/Project Description |
Delivered Deployment and Operations Support for the US Agency for International Development's (USAID) Global Acquisition and Assistance System (GLAAS) during CY2011 Q3, including:
* The GLAAS Team successfully completed Advance Trip to Afghanistan.
* The GLAAS Team successfully completed training, deployment, system activation and post-deployment support to 82 of 83 USAID Missions and 28 Washington Offices, including this quarter post production onsite support to the following missions: Madagascar, Malawi, Mozambique, Namibia, Southern Africa (Regional), Tanzania, Zambia, Zimbabwe, and Haiti as well as Haiti onsite training and deployment milestones with go-live on August 8.
* The GLAAS Team continued planning and preparations for future deployment to Afghanistan and support for fiscal year-end processing.
* The GLAAS Team exceeded all Service Level Agreements (SLAs) for Training and Helpdesk Support, including: the training of 102 new USAID users at all levels and resolving over 2300 Solution Center tickets.
* The GLAAS Team ensured 100% Production site system uptime beyond scheduled maintenance, including the GLAAS Disaster Recovery site, and supported updates to the Project Contingency Plan and Disaster Recovery Plan.
* The GLAAS Security Team provided Information Assurance Support to the Project ISSO leading to positive feedback on the responses to the FISMA audit.
* The GLAAS Team received the highest rating of 'Excellent' on all contract evaluation criteria |
