Invest in public transportation. These funds will be utilized to purchase fifteen (15) new transit buses, of which four (4) will be hybrid-diesel/electric powered, and eleven (11) paratransit vans, replacing vehicles which have reached the end of their useful lives. Intelligent Transportation Systems (ITS) program for the entire WRTA fleet which will include an automatic vehicle location system, an automatic voice annunciation system, a real-time information system, a wayside messaging system and an interactive voice response system. Replacement of fifty-six (56) fare boxes, including spares, that have reached the end of their useful lives. The new electronic fare boxes will be interoperable with the Massachusetts Bay Transportation Authority (MBTA) fare boxes enabling the use of the MBTA's Charlie Card on the WRTA's system. Architectural & Engineering Services related to the design of a new bus transfer station at Union Station in Worcester, MA. The plan to re-locate the WRTA's fixed route hub will provide improved shelter, rider information, safety and security and access to other modes of transportation, which will complete the 'transit campus'. In addition, the transfer station will be built to accommodate office space for the WRTA. Replace computers, bus shelters and modify garage doors at the WRTA's maintenance and operations facility to accommodate the hybrid-diesel/electric buses.

Quarterly Activities/Project Description This grant has allowed the WRTA to enter a contract for the following Inteligent Transporation Systems (ITS) items, Automatic Vehicle Location System; Automatic Voice Annunciation System; Automatic Vehicle Monitoring/Asset Management System; and an Automatic Passenger Counting System; ARRA Funds have been fully drawn down on this grant and work is ongoing for this project under another grant. A contract for designer services has been signed and the A & E work continues for a new bus terminal/HUB at Union Station in Worcester, MA, the available ARRA Funds for this project have been drawn down and paid to the contractor. We have drawn down the available operating funds, which was applied to bus driver wages. Fifteen new transit buses, of which, four are hybrid-diesel/electric powered have been received, accepted and paid. Safety door handles have been purchased and installed on the new Gillig buses. Wiring related to the ITS project was completed on (8) new Gillig buses received in the quarter ended March, 2012. A total of eleven paratransit vans have been received, accepted and paid. The Brockton Area Transit Authority acting as the lead agency for nine other Massachusetts RTA's, including Worcester, has selected a vendor and a contract has been issued for the replacement of approximately 50 fareboxes that will be interoperable with the MBTA; this project is ongoing. As a result of these investments, the WRTA will be able to offer public transportation service that is safer, more reliable, more environmentally friendly, and more accessible for people with disabilities.

Description of Jobs Created For the period of January 1, 2013 to March 31, 2013, there were .21 positions maintained related to the farebox project. Previous Period information: October 1, 2012 - December 31, 2012, there were .43 positions maintained related to the farebox project. July 1 - September 30, 2012; There were .77 positions maintained related to the farebox project. April 1 - June 30, 2012 The WRTA's contractors were able to maintain 1.38 positions related to the farebox project and .91 positions related to the ITS projects. January 1 - March 31, 2012 the WRTA's contractors were able to maintain .30 posititions related to the farebox project, and 2.49 positions related to the ITS project. October 1, 2011 to December 31, 2011 the WRTA's contractors were able to maintain 3.59 positions related to our Inteligent Transportation Systems Project. .26 support positions were maintained related to the farebox purchase. July 1, 2011 through September 30, 2011: The WRTA's contractors were able to maintain .91 Planning and Engineering posistions. Related to our Inteligent Transportation Systems Project, 3.04 positions were maintained. 1.53 project management positions were maintained related to the farebox purchase. April 1, 2011 through June 30, 2011 the WRTA's contractors were able to maintain 2.62 planning and engineering positions; Related to our Inteligent Transportation Systems Project, 2.3 Engineering, Specialtist and Project Management positions were maintained; The WRTA received (1) One Paratransit Van from Shepard Brothers in April,2011. Shepard Brothers reported 266.8 direct man hours for this van (266.8 man hours / 520 hours in quarter = .51 FTE); .12 Van logo installer positions; .01 computer technician position; and 1.98 project management positions related to the farebox purchase. January 1, 2011 through March 31, 2011 the WRTA's contractors were able to maintian .36 planning and engineering posistions; Related to our Inteligent Transportation Systems Project, 1.74 Applications Engineering, Deployment Specialist and Project Managements positions were maintained; The WRTA also received five paratransit vans from Shepard Brothers in March, 2011. Shepard Brothers reported a total of 1,334 direct man hours for these five vans (1,334 hours / 520 = 2.57 FTE). October 1, 2010 through December 31, 2010 the WRTA's contractors were able to maintain .54 planning and engineering positions. Related to our ITS Project; .43 Applications Engineering, Deployment Specialist and Project Managements positions were maintained. In addition, 31.74 fte bus driver positions were maintained, (16,506.91 hrs worked / 520 hours in quarter = 31.74 FTE). July 1, 2010 through September 30, 2010 the WRTA's contractors were able to maintain 3.3 planning and engineering positions. In addition, 70.18 fte bus driver positions were maintained. The formula used to determine the Full Time Equivilent of the Bus Drivers is as follows: Total Hours Worked for the Period (36,492.04) / 520 Hours in Quarter (520) = FTE (70.18). April 1, 2010 thru June 30, 2010; The WRTA's contractors were able to maintain 1.06 planning and engineering positions.; January 1, 2010 through March 31, 2010; The WRTA's contractors were able to maintain .96 planning & engineering positions.; The grant was also used to fund the manufacturing of fifteen Gillig buses, which were delivered to the WRTA in March, 2010. Gillig reported 1,000 direct man hours per bus (1,000*15/520 = 28.85 FTE). The WRTA also received five paratransit vans from Shepard Brothers in March, 2010. Shepard Brothers reported a total of 498.5 direct man hours for these five vans (498.5 hours / 520 = .96 FTE).

Infrastructure Purpose and Rationale The WRTA is utilizing these funds to purchase fifteen (15) new buses including four (4) hybrid-diesel/electric powered buses, purchase eleven (11) paratransit vans, obtain Inteligent Transporation System upgrades for the entire fleet of vehicles, complete the architectural & engineering design work for the construction of a new bus transfer station, replace computers, new bus shelters and modify the exisiting facility garage doors to house the new hybrid buses. The projects funded under this grant will invest in transportation, environmental protection and other infrastructure that will provide long-term economic benefits. These investments will also contribute to preserving and maintaining jobs and promoting economic recovery in the vehicle manufacturing and construction industry.
