HILLSBOROUGH, COUNTY OF
Hillsborough County is partnering with the County Code Enforcement Department, Health and Social Services Department and the Homeless Coalition in an effort to maximize resources. The County will used the funds to help residents by providing persons who are at risk of becoming homeless with temporary financial assistance to prevent them from becoming homeless and to provide persons who are homeless with housing relocation and stabilization services home in unincorporated Hillsborough County, Temple Terrace, and Plant City through its Homeless Prevention Rapid Re-Housing Program (HPRP).
The overall goal of HPRP is for individuals and families to achieve housing stability. The funds under this program are intended to target two populations facing housing instability: (1) individuals and families who are currently in housing but are at risk of becoming homeless and need temporary assistance to maintain housing (Prevention); and (2) individuals and families who are experiencing homelessness (as defined by the McKinney-Vento Homeless Assistance Act) and need temporary assistance in order to obtain, remain and maintain housing (Rapid Re-Housing).
Financial assistance to individuals and families will be prescribed by implementing local agencies, but by regulation is limited to short-medium term rental assistance which can include security and utility deposits, rent subsidies, assistance with utility bills, moving costs, and hotel/motel vouchers necessary to meet emergency needs for potentially eligible individuals and families.

Hillsborough County's Homelessness Prevention Rapid Re-Housing Program (HPRP) has partnered with three agencies/departments to implement HPRP Activities. The County's Health and Social Services (HSS) Department was awarded funding to provide Homelessness Prevention Activities for HPRP. The County's Code Enforcement Department was awarded funding to provide Inspection Related Activities for the HPRP. The Homeless Coalition was awarded funding to provide Rapid Re-Housing Activities and Data Collection for HPRP. As of September 30, 2012, the County has expended its allocation of HPRP funds. AS a result of year end closeouts, the County will be updating later or submitting the final report in the next period. The County has expended $2,458,809.99 in HPRP funds as of September 30, 2012. The County has expended 100% of the funds. |

As a result of Recovery Act funds, several staff working from multiple disciplines including fiscal, programmatic, operations, case management, and the HMIS/ Data Collection and Monitoring worked on the HPRP during the time period as of September 30, 2012. The County’s Accounting System is reconciled monthly; however, due to the year end reporting, the final reports will not be available until after this reporting period. The funds are 100% expended and the County is finalizing the completion of the fiscal and programmatic aspects of the program.
