HELPING SERVICES FOR NORTHEAST IOWA INC
The Crossroads Transitional Housing Program is a collaborative project of Helping Services for Northeast Iowa's Domestic and Sexual Abuse Resource Center, Northeast Iowa Community Action, and community/faith-based organizations interested in affordable housing for victims of domestic violence. Eight units of transitional housing will be created and supported in Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties in Iowa. The residents will be clients of the Resource Center and will receive housing advocacy, case management, and appropriate referrals to community services. Community and faith-based groups will support the units of housing through in-kind donations such as furnishing, supplies, and food items in the early months of occupancy. The participants will receive services from 6 months to 2 years depending upon need. Participants will work on goals for education, job seeking, affordable child care, support systems, and life skills that will move them toward economic stability upon exit of the program. Support will be available 3 months following exit also.

All rental units of the Crossroads Transitional Housing (CTH) program have been vacated and all seven participants have successfully exited. Four participants will continue to be served by new housing funding and available homeless funds through the Homeless Assistance Program directed by the Iowa Finance Authority. Three other participants are self sufficient independent of the Crossroads Transitional Housing program. Of the three, one has moved to a new area with more employment and housing opportunities where she has secured both housing and employment. The case manager has provided these participants with agency contacts in their new areas as well as information on local community resources such as food pantries and transportation. The two participants who have remained within our service area, through case management provided during their time in CTH, have gained community contacts and information on local community resources. Both have secured housing and are searching for employment. All participants within our service area have been offered the range of advocacy services that are available through Helping Services of Northeast Iowa. This past quarter 11 adults with a total number of 14 children have requested to be a part of Crossroads Transitional Housing program, but were unable to be served due to all available housing units being filled. |

The Housing Project Director position ended due to a vacancy not filled. The Case Manager position created one job from the recovery act money. The Housing Project Director had the duties to execute and monitor all aspect of the transitional housing project. This work was completed by other agency staff to complete the project. The case manager worked with the clients in transitional housing on a weekly basis to address barriers to self-sufficency and work toward goals set by the client. These two jobs were possible because of the funds provided from the recovery act grant. The Housing Project Director started work Oct. 29,2009 and the Case Manager started employment November 2, 2009. Calculation- - total hours available to work this quarter is 13 weeks x 40 hours per week = 520 520 hours x 1 workers (Case Manager) = 520 hours worked. |
