COUNTY OF JOHNSON
This grant was to support the retrofit of about 75 replacement vehicles or retrofitted diesel engine powered pieces of equipment with a variety of emission reducing technologies with 11 partners. The partners included seven municipalities and four privately owned companies on the Kansas side of the metropolitan Kansas City area. The technologies included in the grant included diesel oxidation catalysts, diesel particulate filters, replacement vehicles, upgraded and repowered engines. The outcomes of the grant's implementation included job retentionand reduction in harmful air pollution from the entire metropolitan area. Pollution reduction was expected to be over 15 tons for the retrofitted vehicles, including 6.3 tons of carbon monoxide, 7.7 tons of nitrogen oxides, .7 tons of particulate matter and 1.23 tons of hydrocarbons. Some of the technologies used in this grant had not been used in the Kansas City area in the past and others had limited use. It was expected that the work accomplished through this grant could generate up at least four FTE's. The grant was also projected to leverage over $817,000 from the 11 partners involved in this project.

This is Johnson County's final report,covering the period from April through September 2011. All of the work agreed to between EPA and the County, as well as between the County and its partners was completed. During this last reporting period, over one-half of the all grant's technologies were installed. Forty seven of the 75 vehicle upgraded were completed during this period. All expended grant funds were reimbursed to the County, the subrecipients, and the vendors. This grant helped retrofit 75 vehicles with about 110 upgrades technologies. Total harmful emissions reduced by the activities of this project are over 100 tons/year. Those combined emission reductions include approximately 53 tons of nitrogen oxides, 7 tons of particupalte matter, 7 tons of hydrocarbons, and 40 tons of carbon monoxide. All approved grant funds were not exhausted at the end of the agreement period. One partner reduced the number of vehicles needing to be retrofitted from about 65 to 15. That was because those 50 vehicles were retrofitted through another DERA grant. Another partner would wanted to upgrade three engines was only able to complete one, due to financial constraints. A celebration event was held at Johnson County's Administrative Office Building in Olathe, Kansas, in May 2011 to recognize the grant's achievements and the partners involved. The Regional Administrator of EPA R7 provided remarks, as did Johnson County Commisssioner Ed Peterson (also co-chair of the region's Air Quality Forum), and Johnson County's Sustainability Manager, James Joerke. About 40 represetatives from the 11 parnters were able to attend the event. |
