ECOLOGY, WASHINGTON STATE DEPARTMENT OF
This agreement provides ARRA funds an additional financial assistance source for Ecology's efforts to assess and clean up petroleum releases from Leaking Underground Storage Tank (LUST) sites in the State of Washington. Funded activities will include shovel-ready projects that are typically orphan or abandoned sites and state management and oversight activities that will leverage additional cleanups. The purpose is to clean up contaminated LUST sites, maximize job creation/retention, and provide economic and environmental benefits to Washington State.

The overall purpose of the Department of Ecology jobs this quarter were to manage, oversee, and contract work to conduct both site assessments and site cleanups at Leaking Underground Storage Tank sites. That work also includes organizing and preparing files for Ecology's central records. The overall purpose of the contractor jobs were to implement the work that was identified to be performed which included overall project management, sampling, chemical analyses, report writing, environmental data analysis and interpretation, preparation of bid specifications, and physical cleanup work at other sites. During this quarter, Ecology staff spent and/or charged time to the general oversight of ARRA work and specifically work associated with the following LUST sites: Airport Kwik Stop (Ione) and You & I Market (Pacific Beach). Environmental consultants/contractors hired by Ecology to work on ARRA projects included the following sites: BP Oil Station; Cornet Bay Marina; You & I Market; and County Junction Store and invoices for that work were paid this quarter.
The following work was conducted at these identified ARRA sites: BP Oil- second round of biotreatment injections completed in October, third ground water monitoring round completed in November, draft cleanup report prepared, and begin preparation of a revised FS/CAP to address residual contamination beneath service station property; Cornet Bay - completed RI/FS/draft CAP and engineering design report. This should be the second to last quarterly reporting for Washington State's ARRA project work. All that remains should be a couple payments for invoices received for the Cornet Bay Marina site and the release of a contractor's retainage fee on the County Junction Store site. This is the final LUST ARRA report to be submitted.
