Activity Name: Mountain Spirit Habitat for Humanity ReStore Activity Narrative: The City of Powell will use CDBG-R funds to purchase property and construct a building which will be used as a retail operation for the Mountain Spirit Habitat for Humanity (MSHFH). Patterned after successful projects in other U.S. cities, the Mountain Spirit Habitat for Humanity ReStore will offer a service out of Powell, Wyoming for a four county region. The four counties (Park, Big Horn, Washakie, and Hot Springs) all have unemployment rates higher than the state average. The proposed operation will accept donations of new and used home supply materials from a variety of sources (saving them from the landfill); will use these building materials whenever possible in the construction of Habitat homes; and will re-sell the balance of materials through its retail operation at bargain prices. Job Creation: The acquisition of property and constructing a 10,000 sq ft steel building will provide initial jobs for 30-40 skilled laborers to build a building in which MSHFH can operate both their offices and the ReStore operation. MSHFH will hire a full-time store manager to set up the store and handle hiring their staff. The store will initially employ 2 full-time paid positions and 3 part-time paid positions. Within three years, it is projected that the ReStore will employ 2 more full-time paid positions and 4 more part-time positions. Additionally, the increase in business at the ReStore will also allow the Mountain Spirit Habitat for Humanity office to hire at least 2 more full-time positions and up to 3 part-time positions. Activity Name: The Sundance Kid’s Day Care Center Activity Narrative: The City of Sundance requests funding to construct a child care facility for the expansion of the Sundance Kid’s Day Care Center, Inc (SKDCC). SKDCC is a non-profit organization governed by a community board. The proposed facility will be located at 210 South 5th St. in Sundance, Wyoming. The total facility will be 5,000 square feet containing classrooms, an infant room, kitchen, and office space. The city of Sundance will own the facility and rent it at a nominal rate to the SKDCC. The facility currently utilized by the Sundance Kid’s Day Care Center was built in 1940 as a residence, later used by the U.S. Forest Service and finally became the home of the day care in 1975. Designed as a private residence, the facility does not meet current regulations for the State Fire Marshal and faces closure if a new facility cannot be identified. Because the day care cannot comply with the State Fire Marshal’s regulations, the number of children allowed has been reduced due to the state regulation which mandates the required square footage needed for each child in a day care center. This reduction has affected the business’s profitability. Currently, there are 31 children on the roster. The SKDCC has a standing two-year waiting list for 30 children from area families. Jobs Created: Constructing the 5,000 square foot building will provide 15 jobs for skilled laborers. In addition to the fact that avoiding closure of the current facility will allow the center to retain five jobs, the additional space available at the new facility will allow the center to increase capacity and thereby hire three full-time positions and one part-time position (all of which would be available to low to moderate income persons).
