PUBLIC WELFARE, PENNSYLVANIA DEPARTMENT OF
The American Recovery and Reinvestment Act (ARRA) Child Care and Development Fund (CCDF) funds have two mandatory earmarks, Infant/Toddler and Quality. The Infant/Toddler funds are utilized for new center-based Keystone Babies programs. Specifically, through the Keystone Babies program, the department is utilizing ARRA funds to improve access to positive early learning experiences for infants and toddlers in Pennsylvania and strengthening families as they nuture their infants and toddlers. This is accomplished by focusing on infants and toddlers enrolled in the department's Child Care Works program who have the highest developmental risk. Keystone Babies includes quality and familiy support components that are contributing to its success.
The Quality earmark funds are utilized to support the tiered reimbursement component of the Keystone STARS (Standards, Training/Professional Development, Assistance, Resources and Support). The funds would apply to STARS at level 2 or higher to continue the STARS model.
Also, funds are utilized to provide services to additional children on the low-income waiting list and assist working parents with their child care expenses.

The Office of Child Development and Early Learning (OCDEL) utilized ARRA funds through the Keystone Babies program by improving access to positive early learning experiences for infants and toddlers in Pennsylvania and strengthening families as they nurture their infants and toddlers. This is accomplished by focusing on infants and toddlers enrolled in OCDEL’s Child Care Works program who are the highest developmental risk. The Keystone Babies program includes quality and family support components that are contributing to its success. PA Key staff funded through the Keystone Babies program have been focused on program evaluation, site visit monitoring and ongoing technical assistance. Time was also devoted to the delivery of an Infant Toddler Symposium for over 400 participants.
Additionally, funds were utilized to provide services to additional children on the low-income waiting list and assist working parents with their child care expenses.
Please note: The grant is fully complete. Unspent funds, in the amount of $2,814.50 (less than .05% of the total grant), were returned by a sub-recipient. |
