SCHWARTZ/SILVER ARCHITECTS
GOALS:
The purpose of the McCoy Federal Building Modernization Project is to create a state-of–the art working environment for Federal tenants in Jackson, minimize future vacancies, operational efficiency and economy in building systems and provide program accessibility for people with disabilities. The goals this project include extending the building’s remaining life, improving client satisfaction, increasing Funds from Operation (FFO) and strengthening the Government’s federal presence in the local community. Achieve at least 30% reduction in energy usage compared to an ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers) Standard 90.1-2007 baseline building.
OBJECTIVES:
The Objectives to accomplishing these goals will be achieved by providing renovations and alterations to the Dr. A.H. McCoy Federal Building that will enhance the overall appearance to the Federal property and improve marketability; satisfy community interest by freshening its public image as well as improve accessibility, update building systems to ensure continued use and longevity of the building, and improve functionality, security, and aesthetics, thereby satisfying the needs of the customer agencies residing within the building.
Design Objectives:
The Federal Building shall be planned and designed to meet the requirements as set forth in the Program Development Study (PDS), prepared by Everton, Oglesby Architect dated 15 March 2005.This PDS serves as the technical foundation for the Dr. A. H. McCoy Federal Building’s Repair and Alternations project’s construction authorization/funding request (the Construction Prospectus). The PDS functions as the Scope of Work for the Architect-Engineer that will design the Repair and Alterations project for the Federal Building.
This PDS verifies and updates the Feasibility Study, prepared by Everton, Oglesby Architects, dated 20 February 2004 defined project conditions, assumptions, and requirements to establish a solid foundation for the start of design. The PDS further serves as an information gathering/documentation effort, facilitating the design Architect/Engineer’s (A/E) early mobilization efforts.
