Under this contract, Abt Associates will implement a national-level flood risk screening tool. The work effort will involve collecting and reconciling currently available data to populate the tool for the entire nation and manipulating the data for flood risk characterization. The completed tool will be used to provide a snapshot of relative flood risk at the county level at a point in time. We will build the tool so that it can be updated in future periods to permit flood risk characterizations over time. To the maximum extent possible, the tool will be developed so that it can include information from other pertinent national scale assessments, which might include the Corps Levee Safety Program levee inventory and risk assessment, FEMA’s RiskMAP products, as well as the USACE Watershed Investment Tool currently under development. We will also develop an inventory of Federal flood risk management programs including Federal programs that may indirectly impact flood risk, positively or negatively, through their effect on floodplain use decisions. We will develop a stand-alone report that, for each of the significant federal programs, provides an overview of the program and a description of the mechanisms and ways through which the program influences floodplain land use. The report will include an analysis of any connections, interactions, or conflicts between these federal programs.
