Reporting represents 100% of all project labor and cost. 100% reporting is at the direction of the Mortimer Shea, Chief, General Law USGC. CSX will continue to report 100% regardless of $$ allocation until the General Counsel's office directs us not to report.Note that this is not a federally awarded contract, grant, or loan; thus the above reporting information section is not applicable to this report. The recovery funds reported herein are a reimbursement of the federal share of the expenses accrued by CSX Transportation (CSXT) for altering CSXT's Bridge over the Mobile River near Hurricane, AL under the provisions of the Truman-Hobbs Act. The existing bridge was declared by the Coast Guard to be an unreasonable obstruction to navigation. The Coast Guard issued an Order to Alter to CSXT requiring CSXT to replace the swing span of the existing bridge with a new lift span that provides for a wider navigation opening which is necessary to allow navigation through and under the bridge reasonably free and unobstructed. The alteration of the draw span is to be conducted by CSXT personnel and through contracts between CSXT and contractors / consultants. All construction activities, expenditures, and contracts executed under this project are monitored by the Coast Guard. The project received $14,614,808 through the ARRA Act of 2009 that leveraged $53,094,541 of previously obligated funds appropriated to the project and created a $67,709,349 (amount of award) stimulative impact on the construction industry. Prior to receiving the recovery funds, $3,500,000 was spent from the previously obligated funds to complete the design of the bridge and install commercial electrical power to the bridge site.
