The American Recovery and Reinvestment Act (ARRA) funding was focused on infrastructure development, specifically hard costs as per the ARRA regulations, in two different single-family residential subdivisons on Oahu. The two projects targeted for the ARRA funding were Kaupuni Village, an 19 unit development on the Leeward coast of Oahu of which all 19 units will be reserved for NAHASDA eligible households, and East Kapolei II, a 1,000 unit master planned community located in the Ewa Plains of Oahu. Approximately 20% of the 1,000 East Kapolei II units, or 200 units, will be reserved for NAHASDA eligible households. East Kapolei II is a multi-year, multi-increment development project and the ARRA funds was focused on infrastructure improvements for East Kapolei II, increments B & C. House construction for East Kapolei II is expected to begin in 2011 and should run through 2017. Completed ARRA-funded projects were 1.) Site improvements for 19 lots 2.) Site improvemetns for 47 lots. 3.) Construction of 19 homes at Kaupuni Village. Note: Kaupuni Village is a 21 lot subdivision of which 18 lots were planned for residential use and 3 lots were to be held for a community center. As of August 19, 2010, the number of lots to be used for homes increased from 18 to 19 and the number of lots to be used for the community center will decrease from 3 to 2. All 19 homes were awarded to NAHASDA eligible households.

Painter - Apply paint, varnish, stain and other finishes to interior and exterior surfaces of buildings and other structures. Roofer - Roofers cover and waterproof the roofs of buildings with composition materials, asphalt and gravel, or tiles; water-proof masonry and concrete walls and floors by applying liquid water-proofing compound. Chlorinator - Controls equipment in which chemicals or other materials are chlorinated by reaction with chlorine gas .Drywall Hanger - Installs horizontal and vertical metal or wooden studs for attachment of wallboard on interior walls. Taper – Covers all stocking and mixing of materials, all work involved in application by hand or automatic tools and embedding of tape-both paper and fiberglass,

Infrastructure Purpose and Rationale The Department of Hawaiian Home Lands (DHHL) develops affordable homes for qualified native Hawaiians throughout the state of Hawaii. Initially a homesteading program established by Congress in 1921, DHHL has evolved into a program that emphasizes homeownership while embracing cultural concepts and values in the development of master-planned communities. DHHL’s economic and social impact goes far beyond the development of affordable homes and livable communities. Our Regional Plans work with all of the stakeholders in a community to prioritize infrastructure needs for that region. This community driven, planning approach means successful business activity, schools, recreational projects, affordable homes and a better quality of life for all. The American Recovery and Reinvestment Act (ARRA) was intended to preserve and create jobs and promote economic recovery as well as to invest in infrastructure that will provide long-term economic benefits. There was also an emphasis to focus on “shovel ready” projects that could meet the strict obligation and spending deadlines imposed by ARRA. In this regard, the projects selected met both DHHL’s objectives of providing economic and social benefits to native Hawaiians through affordable homeownership opportunities and livable communities and ARRA’s purpose of preserving and creating jobs while promoting economic recovery.
