Project Goal: To construct a 28 bed correctional facility serving the native population within the jurisdiction of the Puyallup Tribe of Indians which in its design and operation is responsive to the traditional cultural values of this community and meets the relevant federal standards for safe and secure facilities. Tribal commitment for future operations is documented.

The Puyallup Tribal Council, governing body of the Puyallup Tribe of Indians, party to the Treaty of Medicine Creek and a federally recognized Tribal government, presents an application for funding under the Recovery Act: Correctional Facilities on Tribal Lands Program to the U.S. Department of Justice, Office of Justice Programs for the purpose of constructing the Correctional Facility as Phase I of a new Puyallup Tribal Justice Center.
Completion of Phase I will result in a 28 bed detention center serving adult native Indian and Alaskan men and women within the jurisdiction of the Puyallup Tribe. Agreements for sharing of available bed space with other Tribal jurisdictions are near execution. Local agency health, education and training service commitments are in place.
Opening of the new facility will culminate a two year planning process guided by a Core Advisory (Executive Planning) Team and the NIC/BIA Planning on New Institution standards for facility development. Significant retained and created employment and regional economic impact result from Correctional Facility design, construction and operations.

| Quarterly Activities/Project Description |
On March 20, 2013 we participated in a DOJ coordinated Conference Call. During this call we communicated that Tribal Council had generously approved $897,000 in additional Tribal funding to finalize contracts with our design professionals and contractor. On March 28 we held the Ceremonial Ground Blessing and construction of the facility has officially commenced. It has been quite an experience and we are grateful to our partners at DOJ, Alpha Group and Justice Solutions for their diligent efforts.
Construction Progress
During the weekly Owner/ Architect/ Contractor (OAC) session on March 28 status of key components of the Early Ground Work / Infrastructure phase were discussed. Major components of this phase include 1.) Connection to the City of Tacoma sewer main; 2.) Relocating overhead utility lines to underground locations for the Alley Vacation and 3.) Connecting to the electrical power provided by Tacoma Public Utilities (TPU). We are in the process of finalizing Work Orders with the City for the sewer work. Each of these items is on schedule.
Safety and TERO
The Tribe has a resolute commitment to Safety and TERO participation. We continually discuss these items with our general contractor. As we proceed with this project we will report statistics for each category. Mortenson has a successful track record in each of these areas. All subcontractors will attend safety classes prepared by Mortenson. All subcontractors are required to register with the Tribe's TERO office and complete orientation and compliance training prior to working on the project.
Project Budget, Facility & Operations Costs
As discussed above executed contracts have been delivered to the design professionals and contractor. The project is within budget. We have maintained and will continue weekly communications with the Bureau (BIA Billings, Montana) for facility operations (Program) and start up budgets.
