These funds are utilized to replace buses that would not have otherwise been replaced with new, cleaner buses meeting the EPA's 2010 emissions standard. While it could be argued that jobs may have been retained by manufacturers, sales agencies and the end user school districts, it is impossible to say with any certainty that such was the case. |
