COUNTY OF SAN DIEGO
The overall purpose of Community Development Block Grant funding under the American Recovery and Reinvestment Act of 2009 (CDBG-R) is to support the Recovery Act's clear purposes: stimulate the economy through measures that modernize the Nation's infrastructure, improve energy efficiency, and expand educational opportunities and access to health care. Consistent with the overarching goals of the Recovery Act, HUD has encouraged recipients of CDBG-R to use funds for hard development costs associated with infrastructure activities that provide basic services to residents or activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings. The County of San Diego, Department of Housing and Community Development anticipates using its CDBG-R funds on the following activities: installation of solar panels at an affordable housing complex in the City of Coronado, construction of ADA ramps and pop-outs in the City of Imperial Beach, rehabilitation and related road improvements in the City of Lemon Grove, ADA sidewalk ramp improvements in the City of Poway, construction of curbs, gutters and sidewalks on streets within the City of Solana Beach, purchase of a new fire water tender for the community of Jacumba Fire Station, purchase of a new interface fire engine for the community of Warner Springs Fire Station, purchase of a new fire water tender for the community of Warner Springs Fire Station, purchase of a new Self Contained Breathing Apparatus filling station located at the Warner Springs Fire Station, and funding for CDBG-R program administration. Community Development Block Grant Recovery funding (CDBG-R) was awarded by HUD on August 27, 2009. The County of San Diego anticipates using its CDBG-R funds for: 1) installation of solar panels at an affordable housing complex in the City of Coronado, 2) construction of ADA ramps and pop-outs in the City of Imperial Beach, 3) rehabilitation and related road improvements in the City of Lemon Grove, 4) ADA sidewalk ramp improvements in the City of Poway, 5) construction of curbs, gutters and sidewalks on streets within the City of Solana Beach, 6) purchase of a new fire water tender for the community of Jacumba Fire Station, 7) purchase of a new interface fire engine for the community of Warner Springs Fire Station, 8) purchase of a new fire water tender for the community of Warner Springs Fire Station, 9) purchase of a Self Contained Breathing Apparatus (SCBA) Filling Station for the community of Warner Springs Fire Station, and 10) funding for CDBG-R program administration. During the reporting quarter, $42,455 in CDBG-R funding was expended for the City of Coronado project. The Jacumba and Warner Springs fire water tenders were put into service effective December 13, 2011. The Warner Springs SCBA Filling Station was put into service effective December 22, 2011. | Infrastructure Purpose and Rationale |
The County's Community Development Block Grant Recovery funding (CDBG-R) is supporting infrastructure that will preserve and create jobs and promote recovery. Construction contracts awarded for these projects will preserve and increase employment in the construction firms selected to carry out the projects. Jobs will be created or preserved in the manufacturing industry and for material suppliers involved with the projects. Funding these projects will assist those impacted by the recession, as the projects will result in contracts awarded to construction firms, one sector that has been adversely affected by the recession. Additionally, these projects would generate increased demand for supplies and building materials which will help the manufacturing industry and material suppliers, other sectors also severely affected by the recession. Funding CDBG-R sidewalk, road and ADA projects are long-term investments in the participating city's infrastructure. These projects will provide enhanced, pedestrian-friendly access within the cities. |
