Grant name: Increased Demand for Services(IDS). Project's purpose/goals: to expand badly needed psychiatrist time with homeless patients suffering from mental illness and substance addictions at Worthington Street Shelter in Springfield; to increase administrative support in billing and coding; and to subcontract with Baystate Medical Center for primary health care staff including Nurse Practitioner and Registered Nurse for the new Adolescent Clinic serving homeless teens ages 12-22 in the city of Springfield. By increasing the pschiatrist time, the IDS grant allowed SDHHS to serve a disproportionately high number of homeless adults with co-morbidities of mental illness and substance abuse. SDHHS has needed more staff time to support its fiscal operations. The city of Springfield has a significantly high number of homeless teens who need primary healthcare, reproductive health services and a medical home. The IDS funds in combination with the CIP grant allowed SDHHS to create a clinic in partnership with Baystate Medical Center to provide services to a seriously underserved homeless population.

Quarterly Activities/Project Description IDS grant funds enabled SDHHS to increase its subcontract with Mercy Medical Center (BMC)Health Care for the Homeless Program that provided more pschiatrist time with homeless patients.Psychiatrist services badly needed given the high numbers of homeless patients with chronic and in many instances serious mental health and substance abuse problems. Further, SDHHS and BMC staffs developed a mutually agreed upon scope of services, budget, and other contract and service conditions for the hiring of 1.70 FTE pediatric medical providers (.70 FTE NP & 1.00 FTE RN) to staff the Adolescent Clinic for homeless youth in Springfield.
