PHILADELPHIA, CITY OF
The Homelessness Prevention and Rapid Re-Housing Program (HPRP) Substantial Ammendment to Philadelphia's Consolidated Plan 2008 Action Plan was approved for funding in the amount of $21,486,240. Philadelphia's Office of Supportive Housing (OSH) will use the three-year grant from Housing and Urban Development to provide the Homelessness Prevention and Rapid Re-Housing services. OSH has created a Homeless Prevention Program unit to administer and monitor the use of the HPRP funds. Dedicated staff include a Homeless Prevention Director, Homeless Prevention Program Reporting Manager, Rapid Re-Housing Program Manager, Program Analysts, and an administrative professional. The HPRP funds will be used to provide financial assistance and housing stabilization services to households that would be homeless but for this assistance. Financial assistance will cover up to 6 months of rental and utility arrearages, security deposits, utility deposits, short-term and medium-term rental assistance and moving/storage costs. Housing Stabilization Services will include outreach and engagement, case management, housing search and placement, legal services and credit repair. Through a competitive process, eleven provider agencies were awarded contracts. Five agencies will provide city wide prevention services to households currently residing in emergency or transitional housing. HPRP dollars have also been allocated to cover hotel/motel costs for households that have identified a residence and need short-term placement until the identified residence is available for occupancy. OSH had all providers under contract by October 1st, 2009. OSH followed HUD's guidelines in creating a Self-Sufficiency Assessment tool in the Homeless Management Information System (HMIS) that allows for uniform assessments in determining the package of assistance that a household needs to achieve or retain housing stability. All housing stabilization specialists are using the HMIS system to complete an initial and recertifying assessments for each household that receives HPRP assistance. Deliverables: 1) 1050 Households will receive Prevention Services by Sept. 30, 2010; 2) 1000 Households will move from emergency or transitional housing into permanent housing by Sept. 30, 2010; 3) 60% of the HPRP 3-year grant will be spent by Sept. 30, 2011.

In this final quarter, homeless prevention assistance was provided in the amount of $194K. All of the city's contracted providers completed providing financial assistance in the second quarter, therefore the final quarter was devoted to closing out the grant. Over the past 3 years, the city has provided $13M in direct financial assistance to over 5000 households to prevent or help them move out of homelessness. At it's height, Philadelphia's HPRP program created 42 full time positions and the City contracted with 11 providers to perform HPRP and HMIS services. Philadelphia's Homeless Prevention and Rapid Re-housing program has been recognized by HUD as having established several best practices and OSH staff were invited to speak at several conferences to share HPRP lessons learned with homeless service providers across the country. |
