Consistent with the state of Michigan's amended application to the U.S. Department of Education for the State Fiscal Stabilization Award, the state of Michigan is using the State Fiscal Stabilization Fund-Government Services Fund to fund government services, primarily for public safety. In Quarter 4 of 2010, the Government Services Fund funded the operations of the Michigan Economic Recovery Office (MERO). The funds support the operations of the MERO which provides oversight of the state of Michigan's receipt and expenditure of funds from the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5. In Quarters 1 to 3 of 2009, MERO created/retained 3.73 FTEs. In Quarter 4 of 2009, MERO created/retained 4.16 FTEs. In Quarter 1 of 2010, MERO created/retained 3.59 FTEs. In Quarter 2 of 2010, GSF funds supported the MERO and other ARRA oversight activities; GSF funds created/retained 4.55 FTEs. In Quarter 3 of 2010, MERO created/retained 3.59 FTEs. In Quarter 4 of 2010, MERO created/retained 3.6 FTEs. In Quarter 1 of 2011, MERO created/retained 1.7 FTEs. In Quarter 2 of 2011, MERO created/retained 1.86 FTEs. In Quarter 3 of 2011, MERO created/retained 1.93 FTEs. The funds also supported jobs in the Michigan Department of Corrections (MDOC) and State Police (MSP). In Quarters 1 to 3 of 2009, MDOC created/retained 3,456 FTEs. In Quarters 1 to 3 of 2009, MSP created/retained 1,175 FTEs. Although the work was performed at MDOC and MSP during Quarters 1 through 3 of 2009, the state legislature appropriated the funds to these agencies in Quarter 4 of 2009. In Quarter 3 of 2011, MSP created/retained 28.56 FTEs. In Quarter 4 of 2011, no jobs were created/retained due to the project ending September 30, 2011. |
