Title: Preparation of Environmental Impact Statement for Updated Water Control Manuals for the Apalachicola-Chattahoochee-Flint River Basin. Description: The U.S. Army Corps of Engineers, Mobile District, is preparing National Environmental Policy Act (NEPA) compliance documentation to address the proposed update of Water Control Manuals for the Apalachicola-Chattahoochee-Flint (ACF) River Basin located in GA, FL, and AL. The update will include a Master Manual coordinating management of major reservoirs throughout the basin, as well as reservoir-specific manuals to be included as appendices. Water control plans developed for specific projects and reservoir systems include operating criteria and guidelines for managing water storage and release of water from USACE reservoirs. These plans and manuals guide water management operations and are required by law and regulation to be periodically updated as conditions change. The Environmental Impact Statement will address current operations as well as any changes in water management operations at the reservoir projects, as well as potential impacts throughout the basin which would result from implementation of the manuals. The principal objective of this project is to provide the Mobile District with the products and services associated with the preparation of a draft and final EIS, planning and conducting public meetings for the draft EIS, briefings, kickoff meeting, and website/public coordination maintenance. Actions required include: evaluate the ACF River Basin existing conditions and the impacts that may occur from changes in operations at Federal reservoir project, document the affected environment and changes in an Environmental Impact Statement, prepare a webpage and various newsletters to keep the public informed of project activities, conduct public scoping via the project webpage and document result of public scoping, conduct public meetings on the Draft document and respond to comments on the Draft document, update and finalize the Environmental Impact Statement, and prepare documentation to finalize the action in a record of decision.
