Report Status - Fully completed. This award is a two year award. Though all program objectives were achieved, $1,038,890 in program funds awarded was not expended. This report is a final report. Award Description - ARRA - Early Head Start Expansion: The Hillsborough County Board of County Commissioners Head Start/Early Head Start Division (prime-recipient) was awarded funding for the Early Head Start Expansion to serve an additional 252 children. Expansion services will be provided by two Delegates (sub-recipients) - Lutheran Services of Florida -120 children and Tampa Bay YMCA - 80 children; Easter Seals will serve 8 children through a contract, 32 children and 12 pregnant women (EPP) will be served directly by the prime-recipient. This increases the number of Early Head Start infants, toddlers and pregnant women served by the prime-recipient to 367, in addition to 3,107 pre-school age children served in the Head Start program. The expansion will serve eligible children primarily residing in the inner city/urban areas of the city of Tampa, an identified large area of need, while also reaching out to underserved locations in the Hillsborough County. This expansion will serve children who meet Head Start/Early Head Start age and income requirements, however, it is important to note that great efforts have also been made to ensure that services are also provided to those who are categorically eligible for Head Start/Early Head Start (homeless children and foster care children), as well as, the immigrant and refugee populations. All Early Head Start expansion services will be offered Monday through Friday through a combination of Center Based, Family Child Care Home (FCCH), and Expectant Parent program options. The two Delegates will provide services for 200 children through a FCCH program. Forty (40) children will be served through a Center Based program; 8 children through a contract with Easter Seals and 32 children will be served directly by the prime-recipient. The remaining 12 slots will provide EPP services to pregnant women and will also be served directly by the prime-recipient. Services will be provided on a ten hour per day schedule, open for 47 weeks per year. Please see the explanation below under Quarter Activities/Project Description regarding unexpended funds.

Though all program objectives were achieved, $1,038,890 in program funds awarded was not expended. This award provided for ARRA Early Head Start Expansion funded to serve 252 infants, toddlers and expectant mothers. This program provides family-centered services for low-income families with very young children (pre-birth to 3). The Prime Recipient opened up services to serve 32 infants and toddlers Early Head Start, 8 at a contracted center (Easter Seals) and 24 expectant pregnant mothers through a home-visiting service option.
Two sub recipients serve an additional 200 infants and toddlers through a family child care home option. YMCA has contracted with 20 licensed Family Child Care Homes. This project created 5 full-time positions and the agency enrolled 80 children. Lutheran Services Florida has contracted with 30 licensed Family Child Care Homes. To support the expansion project at Kimmins center, 5 Teacher Assistants, 4 Lead Teachers and 1 Infant/Toddler Specialist were hired.
In addition, 1 Expectant Parent Specialist and 1 Infant/Toddler Specialist were hired. An Infant/Toddler Specialist provides support, training and expertise to Early Head Start staff. The Expectant Parent Specialist provides support to 24 expectant pregnant mothers.
All entities provide nutrition services and meals that meet USDA requirements. Medical, dental and mental health services are provided through the prime recipient to each of the contracted entities. EHS children assessments were articulated to the current Grantee Infant and Toddler Rating Scale and Galileo Assessment.
This report reflects leftover funds due to economic conditions and County government-wide cost cutting measures. The full-time workforce were subject to reduction-in-force actions, reduced fringe benefits, a hiring freeze, an early retirement program, hiring of replacement employees at lower cost, and a 3% reduction in employer contribution to employee pension plans. |
