2009 Early Head Start Expansion: American Recovery and Reinvestment Act This award was made available to UAMS Head Start/Early Head Start, and provided for ARRA Early Head Start Expansion funding to serve 48 infants and toddlers in Pulaski County, Arkansas. The Early Head Start program provided family-centered services for low-income families with very young children (pre-birth to 3) to promote the healthy development of the children and families. Project Activities Description Preschools
Quarterly Activities/Project Description Since the project expired on 09/29/2011, all 48 infants and toddlers were transitioned to our 06CH7001 base grant. During the project period, 48 infants and toddlers attended services within three Head Start sites where rooms were available to accommodate these children. Specific results and benefits were: 1) quality services were provided in close proximity to parent's homes; 2) targeted infant-toddler care where it was limited or nonexistent for families of poverty; 3) facilitated to increase the self-sufficiency and financial resource management skills of enrolled families; 4) increased the literacy and parenting skills of enrolled parents to enhance and improve the understanding of the educational and developmental needs of their children. Staff received routine training and administrators that oversaw the program participated in PITC and provided training to staff and parents. Family members served as volunteers in the classrooms as well as participated in monthly parent meetings and services. The project is complete and the full amount of funds awarded was not expended because of 1) difficulty in hiring extra-help staff, and 2) as reported in the Quarterly Report for 2011 Quarter 3, eight (8) children were scheduled to be served through a partnership with the North Little Rock School District for teen parents. The District previously provided the developmental services and the UAMS Early Head Start program provided the wraparound services, staff training and parent services. However, for numerous reasons this partnership was terminated and the ACF Regional Office agreed to let these 8 slots become center-based at an existing Head Start site in which space was available for 8 infants and toddlers. During the interim time when these 8 children were not served (June-July 2011), funds for those services were not being spent, contributing to the unexpended portion of the grant award.
