The following is a list of all projects/activities funded using supplemental CCDF Discretionary ARRA funds: Served families by increasing child care provider rates for infant and toddler care to the 75th percentile, and preschool and schoolage care to the 50% percentile based upon the 2009 Market Rate Survey ($3,598,300). Invested in the System for Early Education Development (SEED) registry, Alaska's recognition system for Early Childhood Professionals and further development and implementation of Alaska's Professional Development Plan for Early Childhood Professionals ($50,000); Invested in licensed child care provider training and professional development opportunities to increase the quality of child care (mini grants- $136,160); Created, development and implementated an initiative that expands upon the use of the Environmental Ratings Scales (ERS) in child care facilities to promote quality child care($25,000). Increased access to child care information by supporting Alaska's Child Care Resource and Referral Network in completing the Quality Assurance process and attaining certification through the National Association of Child Care Resource and Referral Agencies (NACCRRA) and by creating and updating consumer education materials ($122,500). Invested in infrastructure of the Child Care Assistance Program and the Resource and Referral Network by conducting a Functional Cost Anaylsis (FCA) to analyze service delivery and determine costs associated with providing services ($104,135). The FCA included services delivered by 13 grantees, 2 subcontractors and the Child Care Program Office. The FCA will help the Department in evaluating the efficiency and effectiveness of services delivered and in planning and making decisions about future funding. The FCA will also support grantees in operational planning and increasing the efficiency and effectiveness of services. |

A .5 FTE in Anchorage and two .25 FTE positions (one in Fairbanks and one in Juneau) were supported to direct the work and progress toward meeting the National Association of Child Care Resource and Referral Agencies (NACCRRA) Quality Assurance standards for each Child Care Resource & Referral (CCR&R) agency part of Alaska's CCR&R Network. These three staff worked closely together to drive progress in each of their offices and regions. Work included creating, documenting, submitting and evaluating 280 quality indicators as process measures. Significant progress was made on this multi-year process as a result of ARRA funding support. Beyond ARRA, Alaska's CCR&R Network is committed to retaining .5 FTE to support work toward meeting and sustaining defined best practices. 25 FTE of Alaska's Statewide CCR&R Network was dedicated to an initiative to further the use of Environmental Rating Scales (ERS) in child care programs. Six staff throughout the state (totaling time of .25 FTE) were trained and supported to provide reliable rating in early care and education environments using this nationally standardized ERS tool. This quarter, 33 early care and education classrooms received assessment, technical assistance, and support using the ERS. A total of 40 classrooms were supported by ARRA under this project. While additional FTE's will not be retained after ARRA, staff capacity has been enhanced through training and retaining reliable raters. .25 FTE of the Alaska CCR&R Network was dedicated to the System for Early Education Development (SEED) Project, which included the coordination of activities and the development and distribution of revised marketing and enrollment materials for the Alaska SEED Registry. Materials developed include a new application folder, informational documents, incentives, website, and posters. Additionally, the creation of an on-line portal was started to allow for practitioner access to the new SEED Registry database. The larger SEED Registry has been finalized to align with an intentional marketing effort. The .25 FTE will not be retained. 25 FTE of the CCR&R Network was supported to expand Technical Assistance Center on Social Emotional Intervention (TACSEI) services to more early care and education environments. This staff member coordinated training and technical assistance delivery following the TACSEI model and developed processes for long term sustainability of the framework concepts. Child Care plays an important role as a service that supports employment for working families. Ensuring children are safe and healthy and that services offered/delivered to children, families, providers and the community are of high quality supports positive outcomes for Alaskans. |

Investing in Alaska's provider training registry, System for Early Education Development (SEED) registry, will provide long-term economic benefits by increasing the quality of care being provided to children. Individual practioners will be provided with tangible recognition of professional qualities and information to help define and attain career goals while providing recognition in the professional community of Early Childhood Professionals. Registy membership will provide individuals and agencies which provide training for Early Childhood Professionals with an ability to list Professional Development opportunities within a linked system. Investing in the registry also supports more comprehensive data collection of information regarding the early care and education workforce in Alaska. The registry includes information about early care and education professionals working in child care, Head Start, pre-elementary school programs, Infant Learning Programs, to name a few. Additionally, investing in the infrastructure of the Child Care Assistance Program and Resource and Referral Network through the completion of a Functional Cost Anaylsis will provide long-term economic benefits. The FCA will help the Department in evaluating the efficiency and effectiveness of services delivered and in planning and making decisions about future funding.
