MESCALERO APACHE TRIBE
The Mescalero Apache Tribe was awarded funding to Re-engineer their Tribal sawmill to improve production efficiencies, and to develop a Woody Biomass Energy Utilization project. The Tribe's sawmill, Mescalero Forest Products closed a few years ago due to declining lumber markets and process inefficiencies within the sawmill. Funding was approved to re-engineer the sawmill to improve these inefficiencies, as well as to develop a Business and Marketing Plan and develop a Personnel Policies and Procedures Manual specific to the sawmill. The purpose of developing woody biomass energy project is to utilize the milling residues from the lumber produced, and provide for more complete utilization of wood products. The intent is to help ensure the continued operations of the one remaining commercial sawmill in NM.

| Quarterly Activities/Project Description |
Due to prolonged drop in lumber market prices, the Mescalero Apache Tribe found it necessary to close operations of the Tribal sawmill, Mescalero Forest Products in July 2012. Subsequently in August, Tribal leadership met with the US Forest Service Project Officer and Tribal Liaison to present the dilemma with the temporary closure of the sawmill. Leadership requested to be able to reprogram or redirect funds from the Biomass component of the grant to further assist sawmill operations. The request was submitted to the US Forest Service Regional Office for consideration. On December 20, 2012, the Regional Forester replied to the request, "the FS has carefully researched the request and has come to the conclusion that it is unable to reprogram wood to biomass funds for sawmill operations and recommends that the grant be terminated and the remaining funds be returned to the Treasury." As such, the remainder of this quarter was spent preparing the final close-out reports for this grant. |
