The purpose of this agreement is to document the cooperation between the parties to develop and apply state and transition models for the four state area, and connect these models to methods that allow estimating the interactions of management activities and natural disturbances with a variety of resource conditions and values. The agreement is specific to the Science Delivery and Knowledge Discovery aspects of the research study. The project design calls for completion of a basic integrated fuels prioritization that must be delivered for project success and the addition of several other supplemental sets of data, new methods, or additional information that will enhance aspects of the basic prioritization work. This agreement captures responsibilities of the two parties to further the application and development of the IMAP model. The model will be used and enhanced to identify, analyze, and integrate fuel reduction opportunities across large landscape areas.

Quarterly Activities/Project Description • More than 50 jobs created or retained. • More than 50 Geographic Information Systems (GIS) datasets compiled and standardized across 4 states. • More than 200 forest, range, shrub and grassland state and transition models completed for the 12 Northwest modeling regions (all of Oregon (OR) and Washington (WA)) and 6 Southwest modeling regions (all of Arizona (AZ) and New Mexico (NM)) • Eighteen webinars presented, archived and posted (http://oregonstate.edu/inr/ilap-webinars) that describe the methodologies and outputs. • Integrated Landscape Assessment Project (ILAP) data and models being used for National Forest Plan revisions and collaborative forest landscape restoration project planning in WA and AZ. • Six new ILAP projects funded to refine landscape assessment work in OR, WA, and AZ and evaluate alternative land management plans and impacts of climate change. • Launching of the Western Landscapes Explorer (http://westernlandscapesexplorer.info/) • Draft United States Department of Agriculture (USDA) General Technical Reports. • One Master’s degree completed. • Numerous presentations at conferences, and briefs with federal, state, non-governmental, private landowners, and tribal representatives. Description of Jobs Created Geographic Information Systems (GIS) Analysts positions (Faculty Research Assistants) are responsible for gathering and integrating vegetation and fuels data for Oregon, Washington, Arizona and/or New Mexico. The position is also responsible for finding, integrating, developing ancillary data needed by the modeling team; preparing the data for the modeling team, and assisting with the modeling as required. Graduate Research Assistant (GRA) positions are responsible for developing and conducting research for their these projects that are value-added to the knowledge discovery component of the Integrated Landscape Assessment Project –Optimized Decision Support System module (1 GRA). Spatial Data/GIS Team Leader is responsible for organizing a team of GIS analysts to gather and integrate vegetation and fuels data for Oregon, Washington, Arizona and/or New Mexico. The position is also responsible for finding, integrating, developing ancillary data needed by the modeling team; preparing the data for the modeling team, and assisting with the modeling as required. Project Coordination and Outreach is responsible for coordinating and overseeing activities by College of Forestry (COF) and Institute for Natural Resources (INR) to successful project completion. Work involves overseeing project module work, developing contingency plans, and tracking overall project timelines and budget to ensure the quality and timeliness of all deliverables, and developing required project reporting. The Project Coordinator will coordinate and integrate the work of project module teams to ensure quality deliverables that are on-time and within budget. Public Relations and Outreach • Maintain or establish working relationships with outside partners including state, local, and federal agencies, and the academic community. • Coordinate and serve as the primary point-of-contact for the dissemination of project-related information to stakeholders/user groups (summarize and communicate value-added nature and utility of products). • Serve as liaison between the project team and stakeholders/user groups assuring that user needs are articulated and brought back to the project team. Science Delivery Lead (INR Oregon Natural Heritage Information Center Director) is responsible for the overall science delivery (SD) effort that builds on and consolidates existing spatial data from the Interagency Mapping and Assessment Project (IMAP), United States Department of Agriculture Forest Service Region 3 forest planning work, and Landscape Fire and Resource Management Planning Tools Project efforts. The SD module will produce consistent mid-scale vegetation data, potential vegetation data, watershed boundaries, and other necessary data for all major forest and woodland in Arizona, New Mexico, Oregon, and Washington, and will produce consistent mid-scale models for all major forest and woodland environments all four states. Data will be designed to provide initial conditions for state and transition models that run on strata of watersheds (Huc5) and classes of land ownership/land allocation.
